first biennial election after the adoption of this resolution, two members of the Royal Oaks Sanitary District Board shall be elected for two-year terms and at the next biennial election and every four years thereafter, two members of the Royal Oaks Sanitary District Board shall be elected for four-year terms. Section 2. That at the first biennial election after the adoption of this resolution, of the five candidates elected as members of the Royal Oaks Sanitary District Board, the three candidates receiving the three highest numbers of votes shall be elected for four-year terms and the remaining two candidates elected shall be elected for two-year terms; that at each biennial election thereafter the election shall be for a four-year term. Section 3. That the Secretary of the Board of County Commissioners shall forward a certified copy of this resolution to the Cabarrus County Board of Elections. Section 4. That this resolution shall be effective upon its adoption. Thereupon, upon motion of Commissioner McClary , seconded by Commissioner Halbert , the foregoing resolu- tion entitled: "RESOLUTION PROVIDING FOR STAGGERED TERMS FOR THE MEMBERS OF THE SANITARY DISTRICT BOARD OF THE ROYAL OAKS SANITARY DISTRICT" was passed by the following vote: Ayes: Noes: I, Joyce Misenhe~mer , Clerk of the Board of Commissioners for the County of Cabarrus, DO HEREBY CERTIFY that the foregoing is a true copy of so much of the proceedings of the Board of Commissioners of said County at a meeting held on February 7, 1972, as relate to the passage of the resolution hereinabove set forth and that said proceedings are recorded in Volume 12 of the Minutes of said Board, beginning at page 11! and ending at page ll! .
