authority shall be black. The members of said Commission shall be <br />appointed for terms of three years each, except for'the first appoint- <br />ments which shall be as follows: Two of the members appointed by the <br />Hayor and Board of Aldermen shall serve for three years. One shall serve <br />two years and one shall serve one year. Two of the members appointed by <br />the Board of Commissioners of Cabarrus County shall serve three years. <br />Two shall serve two years and two shall serve one year. Members may be <br />reappointed and succeeding appointments shall be for terms of three years <br />or to fill vacancies for the remainder of a term vacated. Additional <br />members, not to exceed five, may be appointed by Joint action of the Board <br />of Commissioners of Cabarrus County and the Aldermen of the City of Concord <br />upon recommendation of the Commission. <br /> <br /> Section 2. The Cabarrus County Community Relations Commission <br />may employ a Director and staff members, whose employment must be ratified <br />by the Board of Commissioners of Cabarrus County and the Mayor and Board <br />of Aldermen'~f the City of Concord. The Commission shall promulgate its <br />own rules and regulations which shall become effective after approval <br />thereof by the Board of Commissioners of Cabarrus County and the Mayor <br />and Board of Aldermen of the City of Concord. Said Commission shall meet <br />at least once each month and file in writing an annual report to the Board <br />of County Commissioners and the Mayor and Board of Aldermen. The Commission <br />may organize advisory committees and appoint ex-officio members of said <br />committees in order to carry out its purposes. <br /> <br /> Section 3. The Cabarrus County Community Relations Commission <br /> shall serve as an advisory body to the Board of County Commissioners and <br /> the Mayor and Board of Aldermen of the City of Concord and to the City <br /> and County Managers. <br /> <br /> <br />
