Section 4. It shall be the duty of the Commission to study <br />problems in the County and City pertaining to relationships among indi- <br />viduals and groups of all kinds, and to make recommendations to the <br />Commissioners and Aldermen for the betterment of such relationships within <br />the ~ommunity. In performing its functions, the Commission shall invite <br />and enlist the cooperation of all racial and ethnic groups, as well as <br />persons representing various economic, educational, and'social groups <br />in all areas of the County and City, and shall act as a coordinating agency <br />among these and other groups in the community in the establishment and <br />maintenance of educational programs in the community designed to bring <br />about better human relations. <br /> <br /> Section 5. The general purposes of the Cabarrus County Community <br />Relations Commission shall be: <br /> <br /> (a) To promote mutual understanding and respect among all <br /> <br />racial and ethnic groups, among persons of all economic and educational <br />status, and generally throughout the entire community so as to prevent <br />discriminatory practices. <br /> <br /> (b) To disseminate information which will assist in the elimi- <br />nation Of prejudice, intolerance, tensions, and discrimination, and which <br />will promote goodwill among the community as a whole. <br /> <br /> (c) To receive complaints and to investigate and study complaints, <br />problems, and specific situations arising between groups or individuals <br />which result or may result in tensions, discrimination, or prejudice <br />withi'n the County. <br /> <br /> <br />
