Walter Burr was asked to investigate Everette Helm's request that the County pay one-half of the <br /> cost of five new'radios for the rescue squads. <br /> <br /> Walter Burr, Fire Marshall, reported that he had visited all the schools and would see the <br /> <br /> fourth graders four times a year. <br /> <br /> Commissioner Gallimore made motion, seconded by Commissioner Hammett and carried, to appoint <br /> Walter Burr as Safety Director for the Occupational Safety and Health Act of 1970. <br /> <br /> Chairman Hawfield reported that five (5) acres of land was purchased from Wannie Cress Richard <br /> <br /> in Township 5, adjacent to the sanitary landfill. <br /> <br /> After a brief discussion of the Revenue Bond Amendment, Commissioner Hammett made motion, <br /> <br /> seconded by Commissioner McClary and carried, to adopt the following resolution. <br /> <br /> WHEREAS, on April 8, 1974, the North Carolina General Assembly did ratify and <br /> <br /> enact, by votes of 103 to 3, Chapter 1222 of the SesSion Laws of North Carolina, and <br /> <br /> WHEREAS, this act amends Chapter V of the Constitution of the State of North <br /> <br /> Carolina so as to authorize the issuance of Revenue Bonds to finance industrial facilities <br /> including pollution control facilities, and <br /> <br /> WHEREAS, this act provides that the amendment is to be submitted to the qualified <br /> voters of the State on November 5, 1974, .in the form that will allow a vote for or against <br /> "...constitutional amendment to create jobs and employment opportunities and to protect <br /> the environment by authorizing the issuance of Revenue Bonds to finance industrial and <br /> pollution control facilities...", and <br /> <br /> WHEREAS, this method of financing is now available to industry in forty-eight of <br /> fifty states, and <br /> <br /> WHEREAS, the cost of adequate treatment to all types of pollution discharges <br /> <br /> continue to increase on a daily basis, and as Industrial Revenue Bonds financing has <br /> become a widely respected and established method of obtaining funds at attractive interest <br /> rates and on an attractive term of payment; and, <br /> <br /> WHEREAS, this method of financing is not available to the citizens of North <br /> Carolina's existing manufacturing community; and North Carolina's Communities are not <br /> able to choose whether or not they will offer prospective or existing employers the <br /> method of financing existing in surrounding states; and, <br /> <br /> WHEREAS, these conditions represent an intolerable competitive disadvantage to <br /> <br /> North Carolina Industry and to North Carolina Communities who want to do this type of <br /> financing; and <br /> <br /> WHEREAS, the North Carolina Association of County Commissioners, at their annual <br /> meeting in August of 1974, did adopt a resolution endorsing this change to the North <br /> Carolina Constitution; and <br /> <br /> NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners <br /> <br /> do endorse and support the pending Amendment to Chapter V of the North Carolina <br /> Constitution. <br /> <br /> John Sharpe Hartsell thanked the Board for allowing him to be the official delegate to the Bi- <br />centennial convention at New Bern, North Carolina. <br /> <br /> The Board granted Rowan Technical Institute the use of the Courtroom for one night a week for an <br />eight week course in Cabarrus County history, contingent that it does not conflict with court. <br /> <br /> <br />
