and at such times as will enable the Board to meet'its <br /> obligations with respect, to any ~ayment schedule or schedules <br /> under any ~ontract or contracts into which it may enter <br /> pursuant'to this Agreement for the construction of the <br /> Plant. Any installments shall be paid on a pro rata basis <br /> by the Board, the County, and C~nnon Mills according ~o the <br /> percentages set forth in paragraph 2 hereof. <br /> <br /> 4. Conditions Precedent to Payments. None of <br /> <br />the parties of the first, second or third part shall be <br />under any obligation to make any payment or'.paym~nts here- <br />under unless and until each of the-following conditions <br />shall have been satisfied: <br /> <br /> a. The United States shall have committed <br /> itself to financing seventy-five percent (75%) <br /> of the eligible'construction costs with respect- <br /> to the Plant, Subject only to the financing of <br /> all site acquisition costs and all of the local <br /> costs of constructing the Plant by local sources <br /> ahd the financing-of twelve and one-half percent <br /> (12.5%) of the eligible construction costs b~ <br /> the State; <br /> <br /> b. The State shall have committed itself <br /> <br /> to financing twelve and one-half percent.(12.5%) <br /> of the eligible construction costs with respect <br /> to the Plant, subject only to the financing of <br /> all site acquisition costs and all of the local <br /> costs of constructing the Plant by local sources <br /> and the financing of seventy-five percent (75%) <br /> of the eligible construction costs by the United <br /> States; <br /> <br /> 5.
