a. Serve as the'contracting agency on <br /> <br />behalf of the parties to this Agreement.for the <br />construction of the Plant' and. as such, shall <br />promptly, upon receipt of notice of the;awarding <br />of grants for construction of t~ Plant by the <br />United States and the State, enter into all <br />necessary contracts for the construction of the <br />Plant; <br /> <br /> b. Receive all funds from the United States, <br /> <br />the State, the County, Cannon Mills, and any <br />other sources, as well as its.share, for the <br />acquisition of. property for ~nd the construction <br />of the Plant; <br /> <br /> c. Apply all funds'so received for the <br /> <br />acquisition of property 'for and the construction <br />of the Plant solely and exclusively to the (i) <br />acquisition of property, easements, rights of way, <br />and other property interests as necessary for <br />the construction of the Plant; (ii) the costs of <br />constructing the Plant; and (iii) all necessary <br />engineering, legal, accounting, administrative, <br />and other incidental expenditures assOciated <br />With the construction of the Plant and site <br />acquisition; and <br /> <br /> d. Through its engineers, inspect frequently <br /> <br />and regularly the progress of construction on the <br />Plant to determine compliance with this Agreement,. <br />the Plan, the plans and specifications forming the <br />basis of the construction con!ract'or'contracts, <br />other provisions of the construction contract or <br />contracts, any applicable building codes and ordi- <br />nances, and any construction requirements of the <br />United States and the State.'
