Changes in Plans and Specifications. The Board <br />shall agree to'no material~ changes in the plans and specifi- <br />cations for the construction of the Plan~'which have been <br />approved by the United States and the State, unless the <br />Unite~ States and the State shall approve such changes, and <br />any contract let by the Board for construction of the Plan~ <br />shall so provide. <br /> <br /> 7. Ownership of the Plant. The Board shall own " <br /> <br />the real property ~nd pe·rmanent, improvements comprising the <br />Plant and shall hold such real property and improvements <br />subject to the required uses specified in paragraph 8 of <br />this Agreement. <br /> <br /> 8. Use of Plant.
