Vehicle: Every device in, upon, or by which any person or property is or may be transported or drawn upon a street or highway. Parking: The stopping or standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading. Parkin~ Spac.e: A space sufficient in size to accomodate a standard automobile. Person: Any person, firm, association or corporation. Section 2. This ordinance shall apply to the County-owned property located in the block bounded by Union Street, South, Means Avenue, Southeast, Church Street, Southeast, and Corban Avenue, Southeast. Section 3. No vehicles shall be parked on said county property except in the area at the rear of the old and new courthouses. No vehicle shall at any time ben,parked on said County property in a manner that prohibits any other vehicle parked on said property from being moved from its parking place and provided further, that no vehicle shall be parked in any manner that interferes with the flow of traffic in two directions to entries and exits between said parking area and the public streets. Section 4. Penalties A. Obedience to this ordinance is chargeable to the person actually operating or in control of the vehicle at the time it is parked on said County property hereinbefore described; provided that proof of ownership of any vehicle found parked in violation of this ordinance shall be prima facie evidence that said owner parked said vehicle. B. The Sheriff of Cabarrus County, or any of his deputies or any County employee authorized by the County Manager, shall caused to be attached to any vehicle parked in violation of the provisions of this ordinance a notice to the owner or operator thereof to report to the Sheriff's Department in regard to such violation. C. Each such owner or operator may, within 24 hours of the time when such notice was attached to such vehicle, submit to the violation and pay as penalty in full satisfaction of such violation, the sum of $5.00. The failure of such owner or operator to make such payment of said amount, within said 24 hours, shall render such owner or operator subject to punishment for a misdemeanor as hereinafter provided. D. The violation of any of the p~visions of this ordinance shall be a misdemeanor and punished by fine not to exceed Fifty Dollars ($50.00) or imprisonment not to exceed thirty (30) days, or by both such fine and imprisonment in the discretion of the Court. E. Any vehicle parked in violation of this ordinance may be removed from the property by Cabarrus County or any agent of Cabarrus County to a storage area or garage. If a vehicle is so removed, the owner, as a condition of regaining possession of said vehicle shall be required to pay to Cabarrus County all reasonable costs incidental to the removal and storage of the vehicle. F. The Deputy Sheriff on duty at the Cabarrus County Sheriff's Department shall accept designated penalties and issue receipts. The said Deputy. Sheriff or any employee in the County Manager's Office may accept the costs to the County incidental to the removal and storage of said vehicle. Section 5. This ordinance shall apply between the hours of 8:00 A.M. and 5:00 P.M. Monday through Friday of each week. Section 6. This ordinance shall be in full force and effect from and after the 6th day of January, 1977. Commissioner McClary made motion to reappoint Jack Cranford to the COG Manpower Advisory Committee. Motion seconded by Commissioner Hammett and vote carried. Commissioner Hammett made motion to approve the recommended increase from five to seven members in the recreation commission and to amend Section II of the ordinance to read as follows:
