38 <br /> <br /> Mr. Chairman and Commissioners, the concerned citizens who we represent, <br />request that you reject this ridiculous and impractical proposal. <br /> <br /> The Kannapolis Ministerial Association asked for the adoption of an ordinance <br />regulating massage parlors. Owners of the two massage parlors in the county stated <br />that they were regularly checked by law enforcement and that none of their employees <br />had ever been taken to court and felt that the proposed ordinance was not needed. <br />The Board will consider the matter and take action at a later date. <br /> <br /> Don Howell with the City of Concord Light and Water Department and Troy Doby, <br />Consultant Project Engineer explained the Wastewater Treatment Facilities and the <br />need for additional money. EPA will not fund for the industrial pre-treatment <br />portion of the plant nor for the electrical service line. The plant when finished <br />will be a 24 million gallon a day plant being divided three ways - 10 million to <br />Cannon Mills, 10 million to the City of Concord and 4 million to the County. The <br />Interceptor Sewer Lines will be County owned and the Treatment Plant will be jointly <br />owned between the three parties, with the Board of Light and Water being responsible <br />for the maintenance and' operation. When the construction is completed, all three <br />agencies will need to meet to determine the organizational structure to administer <br />the enterprise. The parties will need to discuss (1) user charges and (2) industrial <br />cost recovery program. The user charges must be the same rate for all and must be <br />adjusted annually after the audit. The industrial cost recovery program will be <br />the rate paid by industrial users over thirty years to repay the grant. One half <br />of the collected amount will be paid to the federal government and one half will <br />remain local to be used only in maintenance or renovation of the wastewater system. <br />A subdivision ordinance is needed to control the quality of sewer systems to prevent <br />infiltration of storm water. <br /> <br /> Upon motion of Commissioner Cook, Johnny Hammill was appointed to the Citizens <br /> Advisory Committee to work on a Level B River Basin Study of the Yadkin-Pee Dee River <br /> Basin. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> Upon motion of Commissioner Cook, seconded by Commissioner Hammett and carried, <br /> <br /> W. O. (Bud) Richards was appointed to a three year term beginning July 1, 1977 on the <br /> Emergency Medical Services Advisory Council. <br /> <br /> Commissioner Cook made motion to endorse the petition that the subdivision Wil- <br /> Lotta Acres be called Brafford Farm. Motion seconded by Commissioner Milloway and <br /> vote carried. <br /> <br /> Upon motion of Commissioner Milloway, Linda Rhodes, RN was appointed to the <br /> <br /> Region F Emergency Medical Services Advisory Council to replace Janet Wright, RN <br /> <br /> whose term expires June 30, 1978. Motion seconded by Commissioner Cook and vote carried. <br /> <br /> <br />
