70 <br /> <br /> 4) the concern the Commissioners have shown for the county in acquiring <br /> a professionally ~rained county manager to assist them in the <br /> management of the county's business; and <br /> <br /> 5) the concern the Com~nissioners have shown for the welfare and protection <br /> of county employees, as demonstrated by their proposal to adopt a <br /> comprehensive personnel policy, particularly, in view of the <br /> difficulty in consolidating the myriad personnel policies that have <br /> existed in the past. <br /> <br /> It is with regard to this difficulty that we respectfully request that you <br /> postpone the adoption of the proposed pol=cy, in order to provide county residents, <br /> county employees, and agency heads, an opportunity to study the proposed policy <br /> in detail and make whatever specific recommendations they feel are appropriate after <br /> such study. <br /> <br /> Secondly, having had an opportunity to review the total policy briefly and <br /> Article VI in particular, we wish to register our concern about the proposed <br /> <br /> policy regarding "Leaves of Absence" As you know, our agencies (Public Health and <br /> <br /> Social Ser.vices) have had leave policies adopted under the State Competitive Ser¥ice <br /> <br />System.for many years. The policy,.under which these two agencies were operating <br />on June 30, 1977 became effective on January l, 1976. The Board of Health officially <br />adopted these new State Competitive Service policies as official health department <br />policy. A provision of the 1976 policy allowed any person employed prior to the' <br />effective date of the policy to continue to earn annual leave at the rate they were <br />earning it. Some employees were allowed to earn annual leave at a higher rate than <br />under the previous policy, based on length of employmc=:t. We respectfully request <br />that the Commissioners, under Article I, Section 2, (e), strike the following from <br />the proposed policy, "Article VI, Sections 1-17, 20-24, 26" on page 1 of the proposed <br />policy, and that the Com~nissioners add Article VI, Section 25, on page 23 of the <br />proposed policy to read as follows: <br /> <br /> "Section 25: State Competitive Service System Employees - Any person <br /> employed under the State Competitive Service System, after the <br /> effective date of this policy shall be covered by Article VI, Sections <br /> 1-25, of this policy, ~ather than the leave policies of the <br /> State Competitive Service System." <br /> <br /> We believe that the adoption of the above recommendation will <br /> <br /> 1) contribute to the morale of the employees covered under the <br /> <br /> State Competitive Service System; <br /> <br /> 2) demonstrate the wisdom and fairmindedness of the County <br /> <br /> Commissioners: <br /> <br /> <br />
