71 <br /> <br /> 3) will encourage professionally trained employees to seek employment <br /> <br /> in Cabarrus County; <br /> <br /> 4) will contribute positively to the successful implementation of the <br /> <br /> proposed personnel policy; <br /> <br />5) will insure the continuous provision of effective, efficient and <br /> productive services by the Health Department and Department of Social <br /> Services. <br /> Commissioner McClary made motion to adopt the personnel ordinance as presented <br /> by the County Manager with the recommended changes. Commissioner Hammett <br /> seconded the motion and vote unanimously carried. The personnel ordinance <br /> is recorded in the ordinance Book. <br /> <br /> County Manager Charles McGinnis reported that the classification and pay <br />plan had been sent to the state. Two positions were classified incorrectly <br />and should be changed to the followingi Nursing Director - salary grade 73 <br />and Social Services Director - salary grade 76. <br /> <br /> Commissioner Hammett made motion to authorize the Health Director to hire <br />a nursing director at a salary of $16,045. Motion seconded by Commissioner Cook <br />and vote carried. <br /> <br /> Signs noting that there is a snack bar in the basement are to be printed <br /> and placed in appropriate places through out the Courthouse. <br /> <br /> Joseph N. Fries, Superintendent of Cabarrus County Schools, wrote a letter <br /> requesting approval of the following plan for capital improvements: <br /> <br /> Project 1 - Purchase 4 regular buses and passenger van $65,800.00 <br /> Project 2 - Replace windows in Hartsell School 59,300.00 <br /> <br /> Project 3 - Pave and fence tennis courts at Northwest <br /> Cabarrus 15,200.00 <br /> <br /> Project 4 - Replace wooden windows at A. T. Allen School 12,500.00 <br /> Project 5 - Repair boilers at Harrisburg and Hartsell 9,500.00 <br /> Project 6 - Replace restroom partitions in 6 restrooms 9,000.00 <br /> <br /> Project 7 - Replace 2 pickup trucks in maintenance <br /> department 8,070.00 <br /> Project 8 - Installation of intercom system at Winecoff 7,889.71 <br /> <br /> Project 9 - Move relocatable building from Harrisburg to <br /> Central (includes site preparation, etc.) 7,500.00 <br /> <br /> Project 10 ' Pave drive and parking area at Mount Pleasant <br /> Elementary 5,000.00 <br /> <br /> Project 11 - Provide student lockers at Mount Pleasant <br /> Middle School 4,200.00 <br /> <br /> Project 12 - Change water tank valve and improve existing <br /> water system at Harrisburg School 4,000.00 <br /> Project 13 - Replace auditorium stage curtains at Winecoff 3,200.00 <br /> <br /> Project 14 - Replace auditorium stage curtains at Mount <br /> Pleasant High School 3,200.00 <br /> Project 15 - Replace drapes in several classrooms 3,000.00 <br /> <br /> Project 16 - Add restroom and purchase additional equipment <br /> at bus garage 2,581.55 <br /> <br /> Project 17 - Install drapes in certain classrooms at Mount <br /> Pleasant High School 2,000.00 <br /> <br /> Commissioner Milloway made motion to approve this plan. Motion seconded by <br /> CommisSioner Hammett and vote carried. <br /> Upon motion of Commissioner Hammett, seconded by Commissioner Cook and <br /> carried, Commissioner Milloway was appointed the voting delegate to the North <br /> Carolina Association of County Commissioners' annual conference. <br /> <br /> <br />
