Joe Shue, Ambulance Director, stated that he felt that Spring- <br />field had the better ambulance. They also gave a two year <br />warranty as requested in the bid specifications, where Superior <br />would only give a one year warranty. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded.by Commissioner <br />Hammett and carried, the bid was awarded to Springfield Equipment <br />Company. <br /> <br /> UPON MOTION of Commissioner Milloway, $22,383.72 is to be <br />transferred from continguency to purchase the ambulance. Motion <br />seconded by Commissioner Cook and vote carried. <br /> <br /> The Board discussed the possible use of old ambulance units <br /> <br />by the fire departments. Several questions, as to insurance cover- <br />age and liability, were discussed. <br /> <br /> Bob Brannan, with the Chamber of Commerce, who was asking the <br /> Board to establish a Cabarrus County Industrial Development and <br /> Pollution Control Revenue Bond Authority, presented Bruce Strick- <br /> land with the Department of Commerce. Mr. Strickland explained <br /> industrial aid financing. It can be used by existing and/or new <br /> industry for pollution control, expansion or waste pre-treatment. <br /> North Carolina General Statutes prohibits the industrial revenue <br /> bonds from being paid with anything but private money. The <br /> authority would be composed of seven qualified voters who are not <br /> elected officials who serves at this Board's pleasure. After <br /> receiving approval from this Board, it would be the authority's <br /> responsibility to prepare and issue the bonds. <br /> <br /> UPON MOTION of Commissioner Milloway the following resolution <br /> was adopted: BE IT RESOLVED that the Board hereby gives the notice <br /> of intent to the Local Government Commission and the Department of <br /> Commerce that it intends to establish an Industrial and Pollution <br /> Control Financing Authority and that the Chairman or Clerk to the <br /> Board convey this intent to those two agencies and that the County. <br /> Bond Attorney prepare the formal notice of intent for forwarding <br /> to the two agencies. <br /> Don Howell, Board of Light and Water Commissioners Director, <br /> requested that a commissioner serve on a steering committee which <br /> would recommend action on interceptor lines. Philip Morris has <br /> <br /> correction - Motion seconded by Commissioner Hammett and vote <br /> carried with Chairman Hawfield voting no. <br /> <br /> <br />
