97 <br /> <br /> UPON MOTION of Commissioner McClary, seconded by Commissioner <br />Cook and carried, James Odell, Leonard H. Barlow, Jr. and J. R. <br /> <br /> (Bob) Tomlinson, Jr. were reappointed to the Kannapolis Street <br />Planning Board. <br /> <br /> Community Development Coordinator, Frank Roberts, presented <br />an Overall Economic Development Plan for Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner <br />Milloway and carried with Chairman Hawfield voting no, the <br />following resolution was adopted: <br /> <br /> WHEREAS Cabarrus County, North Carolina qualified as a <br /> redevelopment area under the Public Works and Economic <br /> Development Act of 1965, as amended; and <br /> <br /> WHEREAS Cabarrus County recognizes a need to conduct <br /> Public Works and other programs as provided for under <br /> the Public Works and Economic Development Act of 1965, <br /> as amended; and <br /> <br /> WHEREAS, the Board of County Commissioners has examined <br /> and duly considered such Act and the Board of County <br /> Commissioners considers it to be in the public interest <br /> and to its benefit to file a request for designation as <br /> a Redevelopment Area under said Act, and to authorize <br /> other action in connection therewith. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br /> COMMISSIONERS OF CABARRUS COUNTY, NORTH CAROLINA, that <br /> the County requests that it be designated a Redevelop- <br /> ment Area under the provisions of the Public Works and <br /> Economic Development Act of 1965, as amended, and here- <br /> by expresses intent to take action necessary to develop <br /> an acceptable over-all economic development program for <br /> Cabarrus County and to implement the same to the extent <br /> it is approved by the Secretary of Commerce. <br /> <br /> UPON MOTIONof Commissioner Milloway, seconded by Commissioner <br /> Hammett and carried, the following people were appointed the <br /> Overall Economic Development Planning Committee: Troy Cook, <br /> C. J. Moss, Van Foster, James Fleming, W. C. Isenhour, Robert <br /> Pressley, and Jack Cranford. <br /> <br /> A Specialized Opportunity Service Center was discussed. This <br /> would be funded with CETA Title I funds and would last one year. <br /> <br /> UPON MOTION of Commissioner Milloway the program be approved. <br /> Voted for - Commissioner Milloway. Voted against - Chairman <br /> Hawfield, Commissioners McClary, Hammett and Cook. <br /> <br /> Chairman Hawfield is to contact Mrs. Tom Foster to see if <br /> she will serve on the Area Planning Advisory Committee, created <br /> to aid in planning for social services which are funded by Title <br /> XX of the federal Social Security Act. <br /> <br /> <br />
