1QO <br /> <br />of Cabarrus County wish to extend to Philip Morris, USA their <br />warmest welcome on behalf of the Commissioners and the citizens and <br />to pledge on the behalf of the County Commissioners their whole- <br />hearted cooperation in the establishment of the Philip Morris facility <br />in Cabarrus County. <br /> <br /> Chairman Hawfield welcomed a commissioner candidate and <br />invited all candidates to attend the meetings. <br /> <br /> The Steering Committee gave a report of the meeting <br />concerning the interceptor sewer line. Troy Doby, with Pierson and <br />Whitman, and Ed Barnes, with the Local Government Comm., are to be <br />invited to a special meeting on January 24 to discuss county wide <br />interceptor sewer lines and a possible bond referendum to finance <br />them. <br /> <br /> Carl Watson, representing the Mormon Holding Company, asked <br /> <br />if the Industrial Revenue Bond Authority could be established as <br />quickly as possible, due to the fact that the company would like to <br />pursue the issuance of industrial revenue bonds to finance the <br />purchase of Skyline Corporation. Each Board member is to select two <br />people to recommend as members of the Authority. The seven member <br />Authority will be appointed at the special meeting on January 24. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />Cook and carried, the council headed by Steve Menius, along with the <br />Social Services Director, be designated as the Senior Citizens Council <br />in Cabarrus County. <br /> <br /> Dr. Dan Phyling, with the Department of Natural Resources and <br />Community Development, explained how the $200,000 matching funds will <br />and are being used. Ronald Stephens gave a progress report on the <br />Cabarrus Soil Survey. <br /> <br /> UPON MOTION of Commissioner Cook , approval was given to <br />grant to Duke Power Company a right-of-way as set out in agreement <br />dated January 5, 1978 for the county's land as set out on the <br />attached map for the price of $1750 and authorize and direct the <br />Chairman and Clerk to execute and deliver the said right-of-way <br />agreement. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> Don Efird asked if anything had been done to deed or lease <br /> <br /> <br />
