146 <br /> <br />of cable television in Cabarrus County and instructed the County <br />Attorney to do whatever necessary to begin drafting a franchise <br />contract for cable television in Cabarrus County. <br /> <br /> Commissioners Hammett and Cook were appointed to work <br /> <br />with Mr. Boger on drafting the documents for establishing <br /> <br />cable television in Cabarrus County. <br /> <br /> Mr. Troy Doby presented information on the establishment <br /> <br />of a water and sewer authority. He stated that special <br />legislation would not be required. Mr. Doby recommended that <br />the Commissioners utilize Section 1-162A of the General Statutes <br />of North Carolina to organize and establish a water and sewer <br />authority. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner <br />Milloway and unanimously carried, the name Cabarrus Metropolitan <br />Water and Sewer Authority will be recommended to the Steering <br />Committee as the Board's suggestion for the name of the proposed <br />water and sewer authority. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner <br /> Milloway and carried unanimously, the County Attorney was <br /> authorized to begin work with Mr. Troy Doby and the Water and <br /> Sewer Steering Committee in drafting Articles of Incorporation <br /> and By-Laws for the Cabarrus Metropolitan Water and Sewer <br /> Authority. <br /> <br /> Mr. Doby gave a report on the last meeting of the Water <br /> <br /> and Sewer Steering Committee. He stated that the committee <br /> endorsed the concept of a water and sewer authority, and they <br /> reaffirmed their support for a regional sewer system as <br /> originally proposed. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner <br /> Cook and unanimously carried, the following resolution was <br /> adopted: <br /> <br /> BE IT RESOLVED that this Board reaffirms its commitment <br /> <br /> that the wastewater treatment plant and sewer system be a <br /> regional system to provide collection of waste for the most <br /> people possible in Cabarrus County. The Board objects to the <br /> utilization of a smaller plant already in existence in Mount <br /> Pleasant in place of the regional plant and recommends that <br /> the system continue to include Harrisburg. <br /> <br /> <br />
