251 <br /> <br />(i) Location of water courses, stream, branches, <br /> etc; <br />(j) Approximate rights-of-way, easements and <br /> purpose; <br />(k) Location of all existing structures; <br />(1) Statement of plans for water and sewer; <br />(m) Approximate location of culverts and drain- <br /> age structures; <br />(n) The available flood date for the area to be <br /> subdivided; <br />(o) The scale denoted both graphically and numerically; <br />(p) The north arrow and declination; <br />(q) The date of plat preparation; <br /> <br />4. Seven (7) .days prior to the monthly Planning Board <br />meeting, the su~bdivider shall submit the preliminary <br />plat to the Planning Department. The Planning Board <br />shall review the plat for general compliance with the <br />requirements of this ordinance and shall (a) approve, <br />(b) conditionally approve or (c) disapprove and then <br />shall give written notice of the decision within five <br />(5) working days after the monthly ~Planning Board <br />meeting. The statement of action taken shall be noted <br />on the two (2) copies of the preliminary plat. One copy <br />shall be returned to the subdivider and one copy shall <br />be retained by the Planning Board. <br /> (a) In case of conditional approval, the reasons <br /> for conditional approval and the conditions <br /> to be met shall be specified in writing and <br /> attached as a part of the preliminary plat <br /> to be distributed in the same manner as <br /> copies of the preliminary plat. The Plan- <br /> ning Board may require the subdivider to <br /> submit a revised preliminary plat including <br /> the recommended changes before approving <br /> the plat; <br /> (b) When a preliminary plat is disapproved, the <br /> Planning Board shall specify the reasons for <br /> such action in writing. Copies of this state- <br /> ment shall be attached to the preliminary <br /> plat. If the preliminary plat is disapproved, <br /> the subdivider may make the necessary changes <br /> and submit a revised preliminary plat; <br /> (c) Decisions of the Planning Board may be appealed <br /> to the Board of County Commissioners; <br /> (d) Upon approval of the preliminary plat, the <br /> subdivider may proceed with the preparation <br /> of the final plat and the installation or <br /> arrangement of the required improvements in <br /> accordance with the preliminary plat as <br /> approved and the requirements of this ordinance. <br /> Section D. Final Plat <br /> 1. The final plat shall be submitted to the Planning <br /> Board for the purpose of reviewing in detail the plan- <br /> ned installation of the improvements and the proper <br /> marking of the~subdivision as required by this ordinance. <br /> 2. The subdivider shall submit three (3) copies of the <br /> final plat to the Planning Department. One copy shall <br /> be drawn in ink on film or linen and shall have an out- <br /> side dimension of either 18 X 24 inches or 24 X 36 inches. <br /> The other two (2) copies shall be either blue or black <br /> line prints. <br /> 3. The final plat shall conform substantially to the <br /> preliminary plat as it was approved, ~.and shall comply <br /> specifically with the provisions of North Carolina General <br /> Statute 47-30 as amended, and with the policies of <br /> Cabarrus County in regards to mapping. <br /> 4. The final plat shall be prepared by a registered sur- <br /> veyor and/or professional engineer, and shall be drawn <br /> at an accurate scale eqUal to or greater than 1" = 100.0'. <br /> <br /> <br />
