257 <br /> <br />ARTICLE VIII. CONSTRUCTION PROCEDURES Section A. Commencement <br /> 1. No construction, grading or installation of improve- <br /> ments shall commence in a proposed subdi~'ision' until the <br /> preliminary plat has been approved, and all plans and <br /> specifications have been approved by the appropriate <br /> authorities. <br /> Section B. Access <br /> 1. The designated agent of the Planning Board shall <br /> have access to premises and structures during reasonable <br /> hours to make those inspections as deemed necessary by <br /> him to ensure compliance with this ordinance. <br /> Section C. Inspection <br /> 1. The subdivider, prior to commencing any work within <br /> the subdivision, shall make arrangements with the de- <br /> signated agent of the Planning Board to provide for ade- <br /> quate inspection. <br /> Section D. Erosion Control <br /> 1. The subdivider shall cause all grading, open cuts, <br /> side slopes, and other land surface disturbances to be <br /> mulched, seeded, sodded, or otherwise protected to comply <br /> with the provisions of the 1973 - North Carolina Sedi- <br /> mentaiton Pollution Control Act, General Statute 113 A, <br /> as amended. <br /> Section E. Existing Flora <br /> 1. The subdivider shall make every effort to protect <br /> and retain all existing trees, shrubbery, vines, and <br /> grasses not actually lying in public roadways, drain- <br /> ageways, building foundation sites, private driveways, <br /> soil absorption waste disposal areas, paths, and trails. <br />APPENDIX I. AGENCIES <br /> 1. Water supply systems serving ten or more connections <br /> are classified as public water supplies by State law, <br /> and plans and specifications must be approved by the Sani- <br /> tary Engineering Division, State Board of Health, N.C. <br /> Department of Human Resources~ <br /> 2. Water supply systems serving from two or more con- <br /> nections, inclusive, may be regulated by the County Board <br /> of Health, and plans should be approved by the County <br /> Health Department. <br /> 3. Plans for public and community sewer systems must <br /> be approved by the Office of Water and Air Resources, <br /> N.C. Department of Natural Resources and Community <br /> Development. <br /> 4. Individual water supplies should be located, con- <br /> structed and operated in accordance with State Board of <br /> Health Bulletin No. 476, "Protection of Private Water <br /> Supplies." <br /> 5. Individual sewage disposal systems must be installed <br /> and maintained in accordance with State Board of Health <br /> "Rules and Regulations Governing the Disposal of Sewage <br /> from Any Residence, Place of Business or Place of Public <br /> Assembly in North Carolina" and the regulations of the <br /> County Board of Health. State Board of Health Bulletin <br /> No. 519, "Residential Sewage Disposal Plants," contains <br /> helpful information. <br /> 6. The United States Soil Conservation Service can give <br /> upon request information on soils, flood plains, drain- <br /> age, and surface water. The Soil Conservation Service <br /> can also furnish some information on ground water such <br /> as depth to normal water and "perched" or "high" water <br /> table during wet seasons. <br /> 7. The Soil Conservation Service cannot furnish topo- <br /> graphic maps but can furnish maps showing the percent <br /> slope of the land. <br /> 8. The Soil Conservation Service can furnish inter- <br /> pretations for all soils in the county, for most any use <br /> desired -- such as depth to bed rock, suitability for <br /> septic tanks, roads and traffic, buildings, heavy foot <br /> traffic, camp sites, other recreation, and other uses. <br /> <br /> <br />
