The Secretary shall mail to all members copies of official reports and the official minutes of all regular and special meetings, prior to the next scheduled meeting. SECTION 10: COMMITTEES %he Executive Committee shall consist of the Chairman, Vice-Chairman, Secretary (Director), and the representative from the governing body of the unit. The Committee Chairman is authorized to appoint such committees as, in the opinion of the Committee, are needed. Standing Committee suggestions are (1) program and activities; (2) areas and structures; (3) budget; (4) personnel; (5) policies and procedures. Temporary and project committees shall be appointed as needed. SECTION 11: BY-LAWS Operational policies and procedures may be incorporated into a set of By-Laws as developed and approved by the Committee in line with this ordin- ance and the policies of the unit. SECTION 12: This Resolution supercedes and replaces previous resolutions and ordin- ances creating the Cabarrus County Recreation Commission. Adopted this 9th day of November 1978. UPON MOTION of Commissioner McClary, seconded by Commissioner Cook and unanimously carried, the Board approved the following road abandonments - 207' portion of SR 1641 Tucker Avenue and 205' portion of Old NC 73." UPON MOTION of Commissioner Hammett, seconded by Commissioner McClary and unanimously carried, the following road petition was approved - Request for addition - Mary Circle. The Board of Commissioners received from the County Board of Elections of Cabarrus County a certified copy of the proceedings of said Board of Elections taken on November 9, 1978, evidencing said Board's determination of the results of the canvass of the returns of the special bond referen- dum held in the County of Cabarrus on November 7, 1978, upon the questions of approving $9,800,000 Sanitary Sewer Bonds, $8,000,000 School Bonds and $900,000 Water Bonds of said County. After said proceedings had been considered and reviewed by the Board of Commissioners, Commissioner McClary introduced and following resolution which was read: RESOLUTION DECLARING THE RESULTS OF THE SPECIAL BOND REFERENDUM HELD IN THE COUNTY OF CABARRUS ON NOVEMBER 7, 1978 UPON THE QUESTIONS OF APPROVING $18,700,00 BONDS BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: Section 1. The Board of Commissioners for the County of Cabarrus, having received from the County Board of Elections of Cabarrus County a certified copy of the proceedings of said Board of Elections taken on November 9, 1978, evidencing said Board's determination of the results of the canvass of the returns of the special bond referendum held in the County of Cabarrus on November 7, 1978 upon the questions of approving $9,800,000 Sanitary Sewer Bonds, $8,000,000 School Bonds and $900,000 Water Bonds of said County, does hereby declare and certify the results of said referendum to be the results which are set forth in the following statement of the results of said refer- endum, which statement has been prepared by said Board of Commissioners:
