363 <br /> <br /> Mr. John Harvey, Director of Physical and Economic Planning with Centralina <br />Council of Governments, was present to request that the Board permit the Council <br />to include Cabarrus County in a Regional Solid Waste Resource Recovery Study <br />and a Hazardous Waste Study to be conducted by the Centralina Council of <br />Governments. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved the following agreement for Cabarrus <br />County to be included in the Regional Solid Waste Resource Recovery Study <br />to be conducted by Centralina Council of Governments. <br /> <br />INTERGOVERNMENTAL AGREEMENT <br /> <br />Purpose <br /> <br />The purpose of this Agreement is to set forth procedures whereby those units of <br />local government within Multi-County Planning Regions E and F interested in <br />pursuing the joint development of a resource recovery facility may do so in <br />accordance with G.S. 160A, Article 20 (Interlocal Cooperation). <br /> <br />Special Joint Agency Task Force; Composition, Appointment, Powers <br /> <br />A Joint Agency Task Force on Regional Resource Recovery, hereinafter referred <br />to as the task force, will be established pursuant to this Agreement. The <br />task force will consist of a representative of each county adopting this <br />Agreement, a representative of each city or town in excess of 10,000 population <br />in those counties which adopt this Agreement, where those towns or cities <br />have also adopted this Agreement, the Chairmen of the Western Piedmont Council <br />of Governments (WPCOG) and the Centralina Council of Governments, and two <br />persons representing municipalities of under 10,000 population from each of the <br />two planning regions. <br /> <br />The task force will select a Chairman and a Vice-Chairman from amongst their <br />numbers and any other officers the task force deems necessary for the conduct <br />of its duties. The task force will prepare a Request for Proposals (RFP), <br />selectively invite proposals, screen, select, and contract with a consultant <br />to help perform the following Work Plan. The task force is authorized to <br />make necessary adjustments in this Work Plan excepting any changes as to timing <br />and costs, once the contract has been signed. Any change then in costs would <br />have to be determined by a majority of the governing bodies of those towns, <br />cities and counties which have entered this Agreement, or their Councils of <br />Government in the event the particular Council of Governments is a financial <br />participant under this Agreement. <br /> <br />Work Plan <br /> <br />The task force will be charged with the responsibility to investigate and <br />evaluate the feasibility of a regional resources recovery facility whose end <br />product will be a processed fuel supplement or an energy source, such as steam. <br />This fuel supplement or energy source might be used by Duke Power Company in <br />their coal-fired boilers, provided a system can be implemented that is reliable, <br />cost efficient, and environmentally acceptable. Other potential users of the <br />end product will be considered in addition to Duke Power Company. The markets <br />for any by-products such as aluminum, glass fragments, metal scraps, etc., will <br />also be investigated. <br /> <br />In executing its charge, the task force is authorized to establish any advisory <br />committees as they may determine are needed, and to call upon WPCOG, the <br />Centralina Council of Governments, and municipal and county staffs for in-put <br />and advice as the work proceeds. Duke Power Company has pledged support of <br />this activity and assured staff availability for participation as the task <br />force may determine. <br /> <br />Through the task force, the consultant will accomplish at least the following <br />activities: <br /> <br />1. Inventory amounts of solid waste that will be available immediately, as <br />well as in the next five, ten, fifteen and twenty year periods. Insofar as <br />possible, studies as may have already recently been accomplished within the <br />two region area will be used. <br /> <br /> <br />
