<br /> UPON MOTION of Chairman Cook, seconded by Commissioner Bonds and unanimously
<br />carried, the Board authorized the Cabarrus County Health Department to apply for
<br />a federal grant in the amount of $167,517.00 for a "Childhood Lead Poisoning
<br />Prevention Program" for the County. Local match for the project will be in
<br />the form of in-kind contribution of personnel and facilities and will require
<br />no County funds.
<br /> UPON MOTION of Commissioner Allen, seconded by Commissioner Milloway and
<br />unanimously carried, the Board moved to amend the Health Department budget to
<br />accept $1,752.00 of non-recurring funds to be used for expansion of Home
<br />Health Services and to accept an additional $2,100.00 in delivery funds for
<br />Fiscal Year 1979-80.
<br /> Mr. H. A. "Humpy" Wheeler, Vice President and General Manager of the
<br />Charlotte Motor Speedway, appeared before the Board to present information
<br />regarding the music festival planned in conjunction with the Spring Sprints
<br />for Diabetes scheduled for March 28-30, 1980 at the Speedway.
<br /> Mr. William L. Mills,Jr., Concord attorney, spoke on behalf of citizens
<br />who opposed the planned music festival. He presented to the Board petitions
<br />containing 2,248 signatUres requesting "the Commissioners for Cabarrus County
<br />and the District Attorney for the 19-A Judicial District to take whatever
<br />steps may be necessary and appropriate to enjoin and prevent such a gathering
<br />in Cabarrus County, North Carolina."
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz with
<br />Commissioners Milloway, Lentz, and Allen voting for and Chairman Cook and
<br />Commissioner Bonds voting against, the Board moved to refer the matter involving
<br />the Charlotte Motor Speedway along with the petitions to the District Attorney
<br />with the recommendation that the (bluegrass) music program be deleted from the
<br />Spring Sprints for Diabetes at the Speedway.
