394 <br /> <br />The Board of County Commissioners will: <br /> <br />1. Provide the county's share of salaries for Extension personnel. <br />2. Provide office space and equipment, utilities, telephone, office supplies, <br /> demonstration materials and other items needed for efficient operation <br /> of the County Extension Office and program. <br />3. Review and consider the annual budget request from the Extension Service <br /> and take appropriate action by July l~of each fiscal year. <br />4. Confer and advise with the District and County Extension Chairmen and <br /> Extension Advisory Council relative to county Extension programs. <br /> <br />The North Carolina Agricultural and the A & T State Agricultural Extension <br />Program and the Board of County Commissioners mutually agree: <br /> <br />1. That all county Extension appointments and separations are to be worked <br /> out jointly between the North Carolina Agricultural Extension Service <br /> ~:. and the Board of County Commissioners, and that no official action will <br /> be taken by either party regarding appointment or separation prior to <br /> discussion of the matter with the other party. <br />2. That the policies established by the State of North Carolina and followed <br /> by the University be used as a guide in granting annual, sick, civil and <br /> military leave for Extension personnel. <br />3. To cooperate in applying Affirmative Action and Equal Employment Opportunity <br /> plans of the North Carolina Agricultural Extension Service. <br />4. That Extension agents will not be classified under a county classification <br /> system. <br />5. That Extension agents will follow County policies relative to office <br /> hours and holidays. <br /> <br />We are in agreement with the above description of the responsibilities and <br />relationships, and.that this memorandum of understanding may be reviewed at <br />any time but shall be reviewed once each four years. <br /> <br />Date: <br />Date: <br /> <br /> /s/ Troy Ray Cook , Chairman <br />Board of Cabarrus County Commissioners <br /> , Director <br /> North Carolina Agricultural Extension Service <br /> <br /> The Board reviewed a Survey of Federal Budget Priorities prepared by <br />the North Carolina Association of County Commissioners. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />RESOLUTION CALLING FOR A SPECIAL ELECTION <br />IN THE MOUNT PLEASANT RURAL FIRE DISTRICT <br /> <br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: <br />Section I. The Board of Commissioners has determined and does hereby <br />find and declare that it has received petitions from the Mount Pleasant Rural <br />Fire District of more than 15% of the resident freeholders living in that <br />area entitled: <br /> <br /> THE UNDERSIGNED, being RESIDENT FREEHOLDERS living in a district lying <br />outside the corporate limits of any city or town, which district is <br />described below in this Petition and shall hereafter be designated as the <br />MOUNT PLEASANT RURAL FIRE DISTRICT, petition the BOARD OF COMMISSIONERS FOR <br />CABARRUS COUNTY to call an election in said district for the purpose of <br />submitting to the qualified voters therein the question of levying and <br />collecting a special tax on all taxable property in s~aid district, of an <br />amount not exceeding fifteen cents ($0.15) of the one hundred dollars <br />($100.00) valuation of property, for the purpose of providing fire protection <br />in said district. <br /> <br /> Section II. A special election is hereby ordered to be held in the <br />Mount Pleasant Rural Fire District in Cabarrus County, North Carolina, ON <br />TUESDAY, JUNE 3, 1980, between 6:30 A.M. and 7:30 P.M., Eastern Daylight <br />Savings Time, at which there shall be submitted to the qualified registered <br />voters of the said Mount Pleasant Rural Fire Protection District the <br />question of levying and collecting a special tax on all taxable property <br />in said district, of not exceeding 15¢ of the $100.00 valuation of property, <br />for the purpose of providing fire protection in said district. <br /> Section III.
