C. 24-27 West Concord-West Kannapolis Area <br />Constructing 136-601 By-Pass China Grove-Landis <br />Bridge RR Cabarrus Avenue (1) Airport Road <br />Lake Concord Road at Centergrove '(~) West A & 5th Street <br /> Road <br />Bridge over Cold Water Creek (3) Western By-Pass <br /> <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Lentz and <br />unanimously carried, the Board appointed Commissioner Nash to represent <br />the County at the North Carolina Department of Transportation Division 10 <br />meeting at the UNC-Charlotte Cone Lecture Hall on April 15, 1981. He is <br />to present the proposed priority highway projects for the area at that <br />time. <br /> Mr. John Kee requested that the Board include the replacement of the <br />bridge on the Rocky River Road over the Southern Railroad tracks in its <br />listing for priority highway improvement projects. <br /> Board members requested that the following highway projects be included <br />in the presentation at the State transportation meeting on April 15, 1981. <br /> <br />(1) Rocky River Road - Bridge over railroad <br />(2) Poplar Tent Road - from Highway 29 to 1-85-- <br /> Change from secondary road to primary road <br />(3) Rocky River at Derita - Repair bridge <br />(4) St. Stephens Church Road from Gold Hill to <br /> Highway 49 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board requested that Chairman Bonds write to <br />Commissioner Thomas Bradshaw of the North Carolina Board of Transportation <br />and anyone else he deems appropriate stating the Board's interest in <br />transportation planning and requesting that planning funds (PL monies) be <br />made aVailable to the County this year. <br /> UPON MOTION of Commission Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the addition of Rama Woods Drive <br />and Firecrest Drive to the state highway system. <br /> . UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />a legal matter. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to terminate the Executive Session. <br /> Chairman Bonds reported that the Board had discussed the County Personnel <br />policy and the audit report received for the Tax Collector's Office. <br /> Mr. John R. Boger, Jr., County Attorney, reported that the Board had <br />discussed the jeep from the North Carolina Federal Surplus Property Agency <br />during the Executive Session. He stated that Mr. Wallace R. Sherron, Federal <br />Property Officer, had advised Mr. Charles McGinnis and Mr. Boger that no further <br />action would be taken at this time pending the outcome of the W. O. Richards' <br />trial regarding the jeep. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board requested that Mr. Ray McKinney, Cabarrus <br />County Tax Collector, attend the next evening Board meeting on April 21, 1981, <br />to meet with Board members during an Executive Session. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz with <br /> Commissioners Nash, Lentz, and Cook voting for and Chairman Bonds and <br /> Commissioner Payne voting against, the Board amended the Cabarrus County <br /> Personnel Ordinance of August 4, 1977, to include the following section <br /> classifed as Section 23. <br /> <br />An employee who is elected to a public office to which the employee <br />is entitled by law to hold may be granted leave with pay up to ten <br />(10) days per calendar year in order to fulfill the duties and <br /> <br /> <br />
