529 <br /> <br /> IN WITNESS WHEREOF, each of the parties has caused this agreement to <br />be executed in its name by its duly authorized officials the day and year <br />first above written. <br /> <br />CABARRUS COUNTY BOARD OF EDUCATION <br />By: <br /> <br />(Title) <br /> <br />CABARRUS COUNTY <br />By: <br /> <br />(Title) <br /> <br /> The Board reviewed resolutions from the City of Concord, the Town of <br />China Grove, the Town of Landis, and Rowan County recommending Cabarrus <br />County as the lead planning agency for the Three-C Transportation Planning <br />Process. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board agreed for Cabarrus County to be the lead <br />planning agency for the Three-C Transportation Planning Process. <br /> Mr. Charles McGinnis, County Manager, presented a letter to each <br />m~mber of the Board from Mr. Jack W. Turpin, District Manager of the <br />Equitable Life Assurance Society of the United States, regarding that <br />company's unsuccessful attempt to be awarded a contract to provide a <br />Deferred Compensation Plan to the employees of Cabarrus County. The Board <br />received the letter as information and no action was taken. <br /> Mr. Charles McGinnis informed the Board that participants of the <br /> Cabarrus Workshop had extended an invitation to the Board to have lunch with <br /> them and to tour their facilities. The Board set June 1, 1981, as the date <br /> for the Board to visit the Cabarrus Workshop. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the Board authorized the County Manager and Chairman <br /> Ralph Bonds to w~ite to the County's representatives expressing the Board's <br /> support of or opposition to the following legislative bills as outlined <br /> by the County Manager. <br /> <br />- Support of House Bill 408 to increase the judicial facilities <br /> fee paid to County by 50 percent. <br />- Support of the bill to increase the civil process fee charged <br /> by the Sheriff's Department for serving civil processes from <br /> $3.00 to $10.00. <br />- Oppose Senate Bill 462 which would require a minimum of one <br /> deputy sheriff per 1,000 persons in each County. <br />- Oppose Senate Bill 220 which would require Counties to waive <br /> part of governmental immunity to extent of $100,000 per person <br /> to a minimum of $300,000 per single occurrence for wrongful <br /> death, bodily injury or property damage. <br />- Oppose House Bill 173 which would require all social workers to <br /> be licensed and would create a State board to oversee the licensing. <br /> <br /> Mr. Charles McGinnis reviewed correspondence received from the Centralina <br />Council of Governments regarding Senate Bill 291 which, if enacted, would <br />eliminate the need to have two trained and certified personnel on an ambulance. <br />Section 3 of the bill would change G.S. 130-233 such that it would be mandatory <br />to have only a certified EMT on the ambulance. The certified ambulance <br />attendant now required, in addition to the EMT, would be optional. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash with <br />Commissioners Cook, Nash, and Chairman Bonds voting for and Commissioners <br />Payne and Lentz voting against, the Board by resolution moved to oppose Senate <br />Bill 291 to allow Counties to oeprate ambulances with only one person, a <br />certified EMT, if they choose to do so. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the Board authorized the County Manager to have three <br />additional parking spaces marked as reserved in the area behind the oId <br />Gamble Store Building and to assign these spaces to three additional persons <br />working in the County Courthouse. <br /> Mr. Charles McGinnis reported that he had talked with Dr. Joe Fries, <br /> Superintendent of Cabarrus County Schools, regarding a fence at the County <br /> service garage site to impound school buses during the summer. Mr. McGinnis <br /> is to meet with Mr. Bob Garmon to discuss further plans for the fence and <br /> will report to the Board at a later date. <br /> <br /> <br />
