Chairman Bonds directed Mr. Boger to proceed with <br />the filing of the civil proceedings against Ms. Honeycutt. <br /> Lieutenant James Griggs of the Cabarrus County Sheriff's Department <br />requested that the Board again consider the recommendation that deputies <br />assigned to duty at the Cabarrus Memorial Hospital be given a one step pay <br />increase of 2.25 percent. He stated that hospital officials had proposed <br />the pay adjustment as an incentive for the good work the men were performing <br />at the hospital. Lieutenant Griggs advised the Board that all costs of the <br />salary increase, approximately .$27.00 per_employee, would be reimbursed by <br />Cabarrus Memorial Hospital. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved a one step pay increase effective <br />August 1, 1981 for all.five employees of the Sheriff's Department assigned <br />to the Cabarrus Memorial Hospital as recommended by hospital officials and <br />directed that the budget be amended accordingly. <br /> Mr. Everette Calloway of the Cabarrus County Health Department presented <br />information on solid waste disposal in Cabarrus County and the costs involved <br />in operating the County Landfill. He suggested that the Board investigate <br />the possibility of charging a "tipping fee" for those persons using the <br />County.Landfill asa possible method for financing the landfill in the <br />future.~ <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the concept of forming a committee <br />consisting of members of the Board of Commissioners, the Board of Health, <br />and other appointed individuals to make a study of the Cabarrus County <br />Landfill and make recommendations to the Board of Commissioners for the <br />future use of the landfill. <br /> The Board discussed the appointment of the study committee for the <br />landfill. It was agreed that the committee should consist of seven (7) <br />members - two (2) members of the Board of Commissioners, two (2) members of <br />the Board of Health, one (1) member to represent the City of Concord, and <br />two (2) members to represent industry. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br /> unanimously carried, the Board-.approved the appointment of a seven (7) <br /> member "Blue Ribbon Committee" consisting of two members of the Board of <br /> Health to be appointed by that Board and five (5) members, two of which are <br /> to be County Commissioners, appointed by the. Chairman of the Board of <br /> Commissioners to make a study of the County Landfill. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br /> unanimously carried, the Board moved to go into Executive Session to <br /> discuss personnel. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the Board moved to terminate the Executive Session. <br /> Chairman Bonds stated that the Board had met with Mr. Gil Johnson of <br /> the audit firm of Sherrill and Smith during the Executive Session to discuss <br /> the irregularities in the Tax Collector's Office. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br /> unanimously carried, the Board requested the District Attorney to help <br /> Sherrill and Smith, the County's independent auditors, to clarify the <br /> irregularities in the Tax Collection Department. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br /> unanimously carried, the Board moved that the auditing firm be authorized <br /> to carry out certain procedures necessary to complete the current audit of <br /> the Tax Department and to ask the citizens of Cabarrus County to cooperate <br /> in any request they may have from the auditing firm, Sherrill and Smith, <br /> concerning unpaid taxes and to respond to the auditing firm as quickly <br /> as possible. <br /> Mr. Charles McGinnis, County Manager, reported that after the relief <br /> of Mr. Ray McKinney as Tax Collector Ms. Derelle Kiser had been temporarily <br /> appointed to serve as TaX Collector. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br /> unanimously carried, the Board approved the temporary appointment of <br /> Ms. Derelle Kiser as Tax Collector. <br /> The Board reviewed a. request from the North Carolina County Attorneys' <br /> Association that all counties in the State pool financial resources to <br /> provide a coordinated defense by the counties of a railroad lawsuit <br /> challenging that the railroads' system property is valued and taxed at a <br /> higher rate than other property valued by local taxing jurisdictions. For <br /> Cabarrus County to enter into the lawsuit, the Association asked for a <br /> <br /> <br />
