By reference the Minimum Housing Code is <br />recorded in the Cabarrus County Ordinance Book. <br /> Messrs. Phil Smith, Executive Vice-President of the Concord Chamber <br />of Commerce; Phil Widenhouse, Economic Development Chairman of the Chamber; <br />and Ben Mynatt, President of the Chamber, were present in support of the <br />proposed water and sewer bond referendum for Cabarrus County. Mr~ Phil <br />Widenhouse presented a resolution from the The Greater Concord Chamber of <br />Commerce-Merchants Association, Inc. endorsing the proposed countywide <br />wide bond issue for the financing and installation of water supply mains <br />and sewer outfall lines and requesting that this issue be placed before <br />the voters of the County at the May, 1982 Primary Election. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board authorized the notice of intent to be <br />published that Cabarrus County intends to proceed with referendum for sanitary <br />sewer bonds in the amount of $17,300,000 and water bonds in the amount of <br />$7,700,000 at the spring primary. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />The Board of Commissioners for the County of Cabarrus does <br />confirm that we are in full support of the Coddle-Cold Water- <br />Dutch Buffalo Creek Watershed Project and that we will determine <br />the service area for municipal and industrial water supply <br />needs and develop the least costly alternative for those needs <br />to finalize the watershed work plan in the future. <br /> <br /> A meeting was scheduled between County representatives and officials <br />of the Soil Conservation Service for 4:00 P.M. on Wednesday, February 3, <br />1982, to discuss future plans for the watershed project in the County. <br /> Commissioner Nash reviewed the letter from Mr. Robert M. Critz, Attorney, <br />requesting that the zoning for that area along Highway 29 South (Cannon <br />Boulevard) in Kannapolis between the Three Guys Shopping Complex and the <br />First Street Overpass be changed from R-15 (residential) to C-2 (commercial) as <br />earlier requested by the Kannapolis Real Estate Agency. The request for the <br />rezoning was denied by the Planning Board at its regular meeting on <br />December 9, 1981. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board moved to deny the request to rezone that area <br />along Cannon Boulevard from the Three Guys Shopping Complex to the First <br />Street Overpass from R-15 to C-2 as outlined in the letter from Mr. Robert M. <br />Critz, Attorney. <br /> Chairman Bonds stated that Mr. Manuel Kiser had requested that his property <br />on Cold Springs Road be rezoned from ARR to R-30. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board voted to leave Mr. Manuel Kiser's property <br />on Cold Springs Road zoned as ARR. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash with <br />Chairman Bonds and Commissioners Cook and Nash voting for and Commissioners <br />Payne and Lentz voting against, the Board approved the following provision <br />to be included in the proposed Zoning Ordinance. <br /> <br /> 5.23 Fencing Around Swimming Pools: Swimming pools are allowed as <br /> a matter of right as an accessory use to a residence provided that <br /> said residential swimming pool is completely isolated from adjacent <br /> properties and streets by a fence or wall at least four and one <br /> half (4½) feet in height.
