148 <br /> <br />RESOLUTION TO ELECT A TAX SHELTER OF EMPLOYEES' CONTRIBUTIONS PAYABLE <br /> AS MEMBERS OF THE NORTH CAROLINA LOCAL GOVERNMENTAL EMPLOYEES' <br /> RETIREMENT SYSTEM <br /> <br /> WHEREAS, the 1981 Session (1982 Regular Session) of the North Carolina <br />General Assembly, by a duly ratified bill effective July 1, 1982, enacted <br />North Carolina General Statute 128-30(bl), a copy of which is attached <br />hereto, which under the conditions specified therein permits an employer <br />participating in the North Carolina Local Governmental Employees' Retire- <br />ment System to tax shelter the contributions payable to this System by <br />its employees who are members of this System; and, <br /> <br /> WHEREAS, this employer is an employer participating in the North <br />Carolina Local Governmental Employees' Retirement System with respect to <br />its eligible employees; and, <br /> <br /> WHEREAS, this employer deems it desirable to tax shelter the con- <br />tributions payable by its employees as members of the North Carolina Local <br />Governmental Employees' Retirement System. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE Cabarrus County Board of Com- <br />missioners in regular session, that as of July 1, 1982 the County of <br />Cabarrus elects pursuant to the provisions of North Carolina General <br />Statute 128-30(bl) to pick up and pay to the North Carolina Local Govern- <br />mental Employees' Retirement System the contributions which would be <br />otherwise payable to this System by its employees who are members of this <br />System and to treat in all respects such contributions in the manner <br />specified in said North Carolina General Statute 128-30(bl). <br /> <br /> Chairman Bonds reported that he had received notification that <br />Governor Hunt had declared Cabarrus County a disaster area as a result <br />of the damages which occurred in the county during the flooding on <br />June 17 and 18, 1982. The request for the declaration of Cabarrus County <br />as a disaster area will now be forwarded by Governor Hunt to the United <br />States Secretary of Agriculture. <br /> Mr. Charles D. McGinnis, County Manager, reported that notification <br />had been received this date that the State of North Carolina had awarded <br />a Water Supply Grant in the amount of $988,960 to Cabarrus County to aid in <br />financing the construction of a water supply system project. The Board <br />will consider the acceptance of this grant at the next meeting. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and <br />unanimously carried, the Board approved the following proclamation. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, on December 7, 1981, Dr. William Russell Floyd retired <br />from his practice at Cabarrus Memorial Hospital; and <br /> <br /> WHEREAS, he was one of the original members of the Medical staff <br />with application for membership on December 20, '1937; and <br /> <br /> WHEREAS, he has served in each capacity including Chief of Staff <br />and general surgeon with great success; and <br /> <br /> WHEREAS, he has endeared himself to his patients all of whom he <br />has served with compassion and understanding without regard to their <br />financial status and has rendered invaluable service to this community. <br /> <br /> BE IT RESOLVED that his service and dedication to his patients and <br />Cabarrus County citizens be recognized by the Cabarrus County Board of <br />Commissioners; and <br /> <br /> RESOLVED FURTHER that July 18, 1982, is declared DR. WILLIAM <br />RUSSELL FLOYD DAY and this resolution ba recorded in the permanent <br />minutes of the Board of Commissioners of Cabarrus County. <br /> <br /> /s/ Ralph C. Bonds <br />Ralph C.
