<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br />unanimously carried, the Board approved the road name change of Robinson
<br />Drive to Accent Avenue.
<br /> The Board requested that the Planning Department look into the matter
<br />of establishing general guidelines for naming roads throughout Cabarrus
<br />County.
<br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Payne and
<br />unanimously carried, the Board accepted the State Water Supply Grant in
<br />the amount of $988,960.00 and authorized Chairman Bonds to sign the Grant
<br />Acceptance Form on behalf of Cabarrus County.
<br /> Mr. John C. Higgins, Jr., A.I.A., of Henningson, Durham & Richardson,
<br />Inc., presented the Space Needs Study for the Cabarrus County Courthouse.
<br />This study analyzed the present spaces occupied by designated departments
<br />and proposed a plan for the use of the building to meet the long term needs
<br />of the County. Phase I of the plan scheduled for completion in 1983 pro-
<br />posed the relocation of the County Administration and Commissioners Meeting
<br />Room to the Third Floor'; relocation of Family Counseling and Probation to
<br />First Floor; reassignment of the Planning Department, Land Records Manage-
<br />ment, and Zoning Offices; and revision of the Tax Supervisor's and Tax
<br />Collector's Office. Implementation of Phase 2 proposed for 1987 included
<br />the relocation of the Tax Supervisor's and Tax Collector's Office to
<br />Third Floor and revision of the Tax Offices for occupancy by the Sheriff's
<br />Department and Magistrates. Phase 3 scheduled for completion in 1992
<br />included the expansion of Jail Facilities and creation of a kitchen for
<br />the Jail.
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash
<br />and unanimously carried, the Board moved to advertise the fact that the
<br />Board is interested in renovating part of the Cabarrus County Courthouse
<br />to obtain names of architectural firms that are interested in working with
<br />the County at this time.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br />unanimously carried, the Board accepted the following official balloting
<br />of the water and sewer bond referendum held on July 27, 1982, from the
<br />Cabarrus County Board of Elections.

<br /> The County Board of Elections of Cabarrus County, North Carolina, met
<br />in special session at the County Courthouse in Concord, North Carolina, at
<br />11 o'clock A.M., on July 29, 1982 with the following members present:
<br /> Chairman B. S. Brown, Jr., presiding, and J. L. Fink, Sr. and H.S.
<br />Williams, Jr.
<br /> Absent: None
<br />
<br /> At 11 o'clock A.M., the County Board of Elections of Cabarrus County
<br />met and received from the registrars and judges of election for the several
<br />precincts in the County of Cabarrus the returns of the special bond referendum
<br />held in said County on July 27, 1982 upon the questions of approving an order
<br />authorizing $17,300,000 Sanitary Sewer Bonds and an order authorizing
<br />$7,700,000 Water Bonds of said County.
<br /> After said returns had been canvassed by the County Board of Elections,
<br />B. S. Brown, Jr. introduced the following resolution, which was~read:

<br />RESOLUTION RELATING TO THE CANVASS OF THE RETURNS
<br />OF THE SPECIAL BOND REFERENDUM HELD IN THE COUNTY
<br />OF CABARRUS ON JULY 27, 1982 UPON THE QUESTIONS OF
<br />APPROVING $25,000,000 BONDS AND DETERMINING THE
<br />RESULTS THEREOF
<br />
<br />BE IT RESOLVED by the County Board of Elections of Cabarrus County:
<br />Section 1. The returns of the special bond referendum held in the
<br />County of Cabarrus on July 27, 1982 upon the questions of approving an
<br />order authorizing $17,300,000 Sanitary Sewer Bonds and an order authorizing
<br />$7,700,000 Water Bonds of said County having been received from the proper
<br />election officers and having been canvassed, the Board has found and
<br />determined and does hereby declare:
<br /> (a) That each registrar and judge for said referendum was duly
<br />qualified by law and had taken the necessary oath.
<br /> (b) That the election officers incorporated in their returns not
<br />only the number of votes cast for and against each question submitted, but
<br />also the number of voters registered and qualified to vote in each precinct
<br />in said referendum.
