He requested that the Board <br />table this rez0ning request until the next zoning meeting in order that <br />he might have the opportunity to clear up all questions among the property <br />owners. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board tabled the request to rezone approximately <br />156 acres in the Poplar Tent area from R-15 to R-30 until the next zoning <br />meeting. <br /> <br />(5) <br /> <br />Don R. Stallings. Petition Number 82-12. Township Number 10, corner <br />of Highway 24-27 and Bethel Church Road. Proposed change from ARR <br />to C-4. 5544-09-2194. Planning Board denied the C-4 request. <br /> <br /> It was noted that since Mr. Stallings had appeared before the Planning <br />Board requesting this change to establish a retail shopper's goods store <br />he had obtained a permit from Mr. F. E. Isenhour, Zoning Administrator, <br />to use his property for a clothing outlet as a rural home occupation. <br /> Mr. Bud McEachern and Mr. Larry Robinson, adjoining property owners, <br />objected to the rezoning of this property and expressed their desires that <br />the area remain zoned residential. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board denied the rezoning request from Mr. Don R. <br />Stallings to rezone PIN 5544-09-2194 from ARR to C-4. <br /> <br />(6) <br /> <br />Carl B. Tucker. Petition Number 82-13. Township Number 1, corner of <br />Highway 24-27 and Flowe's Store Road. Propose change from ARR to <br />C-4. Map 5524 PIN 5534-09-2289. Passed by Planning Board 8-11-82. <br /> <br /> Mr. Gene McCarther, attorney representing Mr. Carl Tucker, spoke in <br />favor of the rezoning from ARR to C-3 to permit the use of the property for <br />the operation of a printing shop. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz with <br />Commissioners Cook, Lentz, and Nash and Chairman Bonds voting for and <br />Commissioner Payne abstaining, the Board approved the rezoning from <br />ARR to C-4 Map 5524 PIN 5534-09-2289 as requested by Mr. Carl Tucker. <br /> <br />(7) <br /> <br />Staff Request (Home Realty) Petition Number 82-14. Township 4 off <br />of South Main Street. Request to be zoned RMF-6. 5612(07)-58-3340. <br />Planning Board denied request (RMF-6). The Board then discussed and <br />recommended that the parcel of land be zoned R-9 contiguous with the <br />surrounding land zone. <br /> <br /> Mr. Jim Owens, Interim Planning Director, advised the Board that <br />Petition Number 82-14 regarding the property belonging to Mr. Gene <br />Holbrooks of Home Realty had been brought to the Board as a Staff Request <br />as this parcel of land had not been zoned at the time of the adoption of <br />the Zoning Ordinance. <br /> Mr. Jim Scarbrough, attorney representing citizens who were opposed to <br />the proposed zoning of this parcel, objected to the RMF-6 zoning and <br />stated that this neighborhood would be more appropriately zoned as R-15. <br />He introduced four residents of the community who spoke in opposition to <br />the zoning. Mr. David Phillips of Cliffside Drive spoke regarding the <br />quality of the existing neighborhood and outlined such detrimental effects <br />of the RMF-6 zoning as the reduction of property value and the increase in <br />traffic, noise, and the risk of fire and proper~damage.
