173 <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />The County agrees to maintain and administer, in accordance with <br />sound business practice, a program for the maintenance, repair, <br />protection, preservation, control of, and accountability for <br />the equipment so as to assure its full availability and usefulness <br />for its intended function. Property management and disposition <br />shall be governed by the provisions of Title 45, CFR Part 74, <br />Subpart O. <br />The County agrees to affix a unique identification number on each <br />item of the aforesaid equipment that is permanently attached for <br />inventory purposes. Within thirty (30) days following the <br />installation and acceptance of the equipment, the County shall <br />submit to the Council a document verifying the identification <br />number, location, model number, serial number (if applicable) and <br />condition of all equipment purchased under this agreement. The <br />equipment location may not be changed without notifying the <br />Council in advance of such change. <br /> The County agrees to maintain accurate and complete records per- <br /> taining to the procurement, maintenance, and licensure (if <br /> applicable) of all equipment purchased under this agreement, and <br /> to make these records available upon request for review by <br /> representatives of the Council or of the N.C. Department of <br /> Human Resources during normal business hours. <br /> The County agrees to submit to the Council in writing quarterly <br /> performance reports within two (2) days of the end of each fiscal <br /> quarter. These reports shall be on a form specified by the <br /> Council and shall detail progress to date regarding procurement <br /> of the aforesaid equipment. <br /> The County agrees that no person shall be excluded from partici- <br /> pation in, be denied the benefits of, or otherwise be subjected <br /> to discrimination on the grounds of race, color, sex, creed, <br /> national origin, and any handicapped condition. <br /> <br />SPECIAL PROVISIONS REGARDING COMMUNICATIONS EQUIPMENT PROCURED UNDER <br /> <br />THIS AGREEMENT <br /> <br />Ths County agrees to: <br />1. Assure that all communication equipnmnt purchased with funds <br /> granted hereunder shall be in accordance with the specifications <br /> and guidelines developed by the Department of Human Resources. <br />2. Take the necessary measures to ensure the communications equip- <br /> ment is operated as part of a central medical dispatch and <br /> emergency medical communications system. <br />3. Take the necessary measures to arrange for all radio installation <br /> sites and ensure that agreements exist for all electrical power, <br /> site rental or lease costs, and all other costs required for <br /> operation or installation of the radio system including~, but not <br /> limited to,~ all required radio control wire lines, leased <br /> telephone lines, and maintenance service on the radio system <br /> components. <br />4. Take the necessary measures to obtain and maintain the appro- <br /> priate licenses and authorizations from the Federal Communications <br /> Commission and submit photocopies of the executed licenses to the <br /> Council. The County shall further maintain operation of the <br /> system in compliance with the FCC Rules and Regulations and apply <br /> for renewal of radio licenses in a timely manner. <br /> 5. Take the necessary measures to provide continuing service for and <br /> maintain all communications equipment procured under this agreement <br /> in satisfactory working order for a minimum period of five years <br /> from the initial system acceptance. <br /> 6. Take the necessary measures to provide the necessary manpower and <br /> personnel to operate the communications equipment and system as <br /> part of a central medical emergency dispatch and communications <br /> center for a minimum period of five years. <br /> 7. If implementing a UHF communications system or procuring UHF <br /> equipment, take the necessary measures to procure, install, and <br /> maintain the necessary equipment to function as part of the North <br /> Carolina Medical Communications Network (NCMCN) system of a 24-hour <br /> per day basis and maintain effective control and frequency <br /> coordination in compliance with the Federal Communications Com- <br /> mission's Rules and Regulations and as necessary for noninterfering <br /> operation of the UHF mmdical radio network. <br /> <br /> <br />
