198 <br /> <br />MOBILE HOME PARK ORDINANCE <br /> <br />I. Regulations Governing Mobile Home Parks: <br /> <br /> The purpose of this ordinance is to regulate and guide the <br />establishment of mobile home parks in order to promote the public's <br />health, safety, and general welfare of the citizens of Cabarrus <br />County, North Carolina. This ordinance is designed to accomplish <br />the following specific objectives: <br /> <br />(a) to further the orderly layout of mobile home parks, <br />(b) to secure safety from fire, panic and other damages, <br />(c) to provide adequate light and air, <br />(d) to insure that facilities for transportation, parking, water, <br /> sewage and recreation are provided for mobile home park <br /> residents. <br /> <br />Definitions: For the purpose of this section certain words and <br />terms used herein are defined as follows: <br /> <br />(1) <br /> <br />Mobile Home: A structure transportable in one or more <br />sections, which is eight (8) body feet or more in width <br />and thirty-two (32) body feet or more in length, and which <br />is built on a permanent chassis, and designed to be used <br />as a dwelling with or without a permanent foundation, when <br />connected to the required utilities, and includes plumbing, <br />heating and electrical systems contained therein. <br /> <br />(a) <br /> <br />Mobile Home Class I. Shall mean a double wide mobile <br />home, with the building length not to exceed four (4) <br />times the building width. The roof pitch should be a <br />minimum of 4/12. <br /> <br />(b) Mobile Home Class II: Shall mean any single-wide mobile <br /> home not having to meet the Class I mobile home criteria <br /> <br />(2) <br /> <br />Mobile Home Space: Mobile Home Space shall mean a plot of <br />of land within a mobile home park designed for the accommodation <br />of a single mobile home in accordance with the requirements <br />set forth in this section. <br /> <br />(3) <br /> <br />Private Drive or Driveways: Private drive or driveways shall <br />mean any street or road within the mobile home park, not <br />publicly maintained or publicly dedicated but utilized as <br />access by the residents of the mobile home park, their guests, <br />the public, and by public and private service vehicles. <br /> <br />(4) Florida. Room: One prefabricated room designed and manu- <br /> factured specifically for mobile homes. <br /> <br />($) <br /> <br />(6) <br /> <br />Base Setback Line: The base setback line is either the line <br />dividing the public right-of-way currently existing or <br />designated in the North Carolina Department of Transportation <br />Thoroughfare Plan for CabarruS County or a line thirty (30) <br />feet measured in a perpendicular distance and parallel to the <br />center line of the street pavement whichever is greater. <br /> <br />Street: A right-of-way or easement greater than twenty (20) <br />feet in width containing a roadway which provides or is used <br />primarily for vehicular circulation. This definition also <br />includes the term road, drive, highway, avenue, way, court, <br />place, circle and lane. <br /> <br />(7) <br /> <br />Public Street: A street consisting of a publicly dedi- <br />cated right-of-way and/or roadway maintained by Cabarrus <br />County or the State of North Carolina. <br /> <br />(8) The words "should" and "may" are permissive, the words "shall" <br /> and "will" are mandatory. <br /> <br /> <br />
