2OO <br /> <br />(10) <br /> <br />(11) <br /> <br />(12) <br /> <br />(13) <br /> <br />(14) <br /> <br />(15) <br /> <br />(16) <br /> <br />(17) <br /> <br />(18) <br /> <br />(19) <br /> <br />The roads of the mobile home park shall be paved in <br />accordance with the minimum standards of the North Carolina <br />Department of Transportation. <br /> <br />No mobile home shall have vehicular access to a public <br />street (other than those within the interior of the park).' <br /> <br />Closed end of dead-end drives or roads shall be provided <br />with a turning circle of at least seventy (70) feet in <br />diameter. Cul-de-sac length shall not exceed eight hundred <br />(800) feet in length. <br /> <br />No banks, except along large drainage ditches, in the park <br />shall have a slope steeper than three (3) feet length to <br />one (1) foot elevation. <br /> <br />Permanent mobile home parks shall have sign for identification <br />and the sign shall be as follows: Mobile home park identi- <br />fication signs shall not exceed forty (40) square feet. Such <br />signs shall have a minimum area of fifteen (15) square feet and <br />may be illuminated. Only direct non-flashing lighting will be <br />used for illumination and the sign must be constructed in <br />such a manner as to prevent a direct view of the light source <br />from any public street right-of-way. Signs shall not be <br />located within any public right-of-way. <br /> <br />Screening shall be utilized on all sides of a mobile home <br />park. Consideration shall be given to topography, large trees, <br />vegetation, site design and land uses in the evaluation of <br />the extent of required screening. Whenever screening is <br />required, either a durable masonery wall, fence or berm, <br />material planting and landscaping, designed to be compatible <br />with the character of adjoining properties shall be provided. <br />Walls and fences shall be at least five (5) feet in height <br />and measured from the ground along the common lot line of <br />the adjoining properties. The use of vegetation shall reach <br />fifty (50) percent opacity within two (2) years after being <br />planted. <br /> <br />Recreation areas shall be provided to meet the anticipated <br />needs of the residents of the mobile home park. Provision <br />of separate adult and tot lot recreation areas are <br />encouraged. Not less than eight (8) percent of the gross <br />site area shall be devoted to recreational uses. Recreation <br />area includes space for community buildings and community <br />use facilities, adult and child play areas, and swimming <br />pools. The responsibility of maintenance of the recreational <br />common areas shall be the responsibility of the owner or the <br />manager of the mobile home park. These areas are to be well <br />maintained on a regular basis. <br /> <br />Ail mobile home additions extensions permitted under this <br />section shall be skirted. All skirting shall be flush with <br />exterior walls and all skirting shall be the same material as <br />the mobile home or of brick, stone or masonery block. <br />Complete skirting around the mobile home will be required <br />except for one (1) major access to under the mobile home and <br />proper ventilation vents. <br /> <br />Permanent street names, approved by the Planning Department <br />shall be assigned to each private street. Street name signs <br />utilizing the approved county "street signs" shall be erected <br />at each street intersection. House numbers will be assigned <br />by the Cabarrus County Planning Department. <br /> <br />Street Requirements: Required paving width shall be as <br />follows, based generally on a moving lane width of ten (10) <br />feet for collector streets and nine (9) feet for minor streets. <br />As an EXCEPTION to these general rules, one-way streets serving <br />less than twenty (20) lots, shall have a minimum pavement of <br />fourteen (14) feet. <br /> <br /> <br />
