McGinnis, County Manager, reported that he and <br />Commissioner Payne along with Mayor ~rtha Melvin and Councilwoman <br />Lena Bowen of the Town of Harrisburg had met with officials of the <br />Farmer's Home Administration and the North Carolina Department of <br />Administration regarding the denial of a State Clean Water grant appli- <br />cation made on behalf of the Town of Harrisburg and Cabarrus County to <br />obtain funds for financing an interceptor sewer line from the Rocky River <br />Regional Wastewater Treatment Plant to the Town of Harrisburg. Mr. <br />MeGinnis advised the Board that the officials in Raleigh had indicated <br />that the Farmer's Home Administration grant money for the construction of <br />a collection system inside the town limits of Harrisburg could be used as <br />Federal grant money for and to the County in order to make Cabarrus County <br />eligible to receive the Clean Water Bond funds. According to Mr. McGinnis, <br />the County would need to designate the Town of Harrisburg as the lead agent <br />for Cabarrus County in the construction of the interceptor sewer line from <br />the wastewater treatment plant to the Town of Harrisburg and resubmit <br />the State grant application prior to December 31, 1982. <br /> <br /> <br />
