212 <br /> <br />Bo <br /> <br />ge <br /> <br />Go <br /> <br />He <br /> <br />ge <br /> <br />Mo <br /> <br />Refuse - The term "refuse" means garbage or rubbish. <br /> <br />Rubbish - The term "rubbish" means non-putrescrible solid waste. <br /> <br />Solid Waste - The term "solid waste" means garbage, refuse and other <br />discarded solid materials, including solid waste materials resulting <br />from industrial, commercial and agricultural operations, from individual <br />and commercial residences and from community activities, but does not <br />include solids or dissolved material in domestic sewage or other <br />significant pollutants in water resources, such as silt, dissolved or <br />suspended solids in industrial waste water effluents, dissolved materials <br />in irrigation return flows or other common water pollutants. <br /> <br />Solid Waste Management - The term "management of solid waste" shall <br />mean the control, storage, collection, transportation and disposal <br />of all forms of solid waste. Disposal of solid waste shall include <br />the incineration, burial, treatment, processing, utilization or final <br />disposition thereof. <br /> <br />Solid Waste Disposal - The collection, storage, treatment, utilization, <br />processing, or final disposal of solid waste. <br /> <br />Solid Waste Disposal Facility - Land, personnel, equipment, or other <br />resources used in the disposal of solid waste. <br /> <br />Solid Waste Disposal Site - Any place at which solid waste is disposed <br />of by incineration, sanitary landfill or any other method. <br /> <br />Hazardous Solid Waste - Includes, but is not limited to, explosives, <br />pathological wastes, pesticides, chemicals and other toxic materials <br />which are harmful to public health. <br /> <br />Radioactive Solid Waste - Any radioactive material. <br /> <br />Incineration - The process of burning solid, semi-solid or gaseous <br />combustible waste to an inoffensive gas and a residue containing little <br />or no combustible material. <br /> <br />Open Dump - The consolidation of solid waste from one or more sources <br />at a non-supervised and unapproved disposal site which has unsanitary <br />conditions, little or no cover, may be burning and with little or no <br />management. <br /> <br />Person - Any individual, firm, governmental unit, organization, partner- <br />ship, corporation, company or other legal entity. <br /> <br />Solid Waste Collector - Means any person who collects or transports <br />solid waste. <br /> <br />Sanitary Landfill - A method of disposing of solid waste on land in a <br />sanitary manner without creating a nuisance or a hazard to public <br />health or safety by utilizing the principles of engineering to confine <br />the solid waste to the smallest practical area, to reduce it to the <br />smallest practical volume and to cover it with a layer of compacted <br />earth at the conclusion of each day's operation or at such more frequent <br />intervals as may be necessary. <br /> <br />Cell - Compacted refuse completely enveloped by a compacted cover <br />material. <br /> <br />Open Burning - Means any fire wherein the products of combustion are <br />emitted directly into the outdoor atmosphere and are not directed <br />thereto through a stack or chimney, incinerator, or other similar <br />devices. <br /> <br />Putrescrible - Solid'waste capable of being decomposed by micro- <br />organisms with sufficient rapidity as to cause nuisances from odors <br />and gases, such as kitchen wastes, offal and carcasses. <br /> <br /> <br />
