213 Se Vector - An insect or other animal which transmits infectious diseases from one person or animal to another. Spoiled Food - Means any food which has been removed from sale by the United States Department of Agriculture, North Carolina Department of Agriculture, Food and Drug Administration or any other regulatory agency having jurisdiction in judging food unfit for consumption. Local Governing Agency - Refers to incorporated cities, counties and special purpose districts which are empowered to undertake solid waste management programs. Ye Water Supply Watershed - An area from which water drains to a point or impoundment and the water is then used as a source for a public water supply. Health Director - The director of the Cabarrus County Health Department or his authorized representatives. X. Board of Health - The Cabarrus County Board of Health. Y. County Commissioners - The Board of Commissioners of Cabarrus County. SECTION II - GENERAL CONDITION Ae Ail solid waste shall be stored, collected, transported, treated, utilized, processed, reclaimed, recycled and disposed of in a manner consistent with the requirements and intent of this ordinance. Notwithstanding other provisions of this ordinance, no radioactive solid waste shall be collected and transported, stored, treated, processed, or reclaimed, except as specifically authorized by a radioactive material license issued by the State Division of Facilities Services, Radiation Protection Branch. No radioactive solid wastes shall be disposed of in Cabarrus County without prior approval of the Health Director. Regulations pertaining to the management of solid waste may be pro- mulgated by the County Commissioners or the Board of Health. The Health Director shall be the primary official charged with the administration, supervision, execution and initial enforcement of regulations pertaining to the management of solid waste. Pursuant to the authority under this act, the Board of Health shall have the authority to promulgate regulations pertaining to the manage- ment of solid waste which shall be posted at the Cabarrus County Courthouse Door, together with a.statement indicating that the posted regulations have been adopted and that a copy of the regulations are on file in the office of the Cabarrus County Health Department; and shall cause a notice of the adoption of all regulations enacted hereunder to be published for two successive weeks in a newspaper having general circulation within Cabarrus County pursuant to the provisions of North Carolina General Statutes Section 130-17. SECTION III - SOLID WASTE STORAGE No person owning or occupying any premises shall permit any solid waste to accumulate upon such premises that is not stored in a manner app,rovedby the Board of Health. SECTION IV - SOLID WASTE REMOVAL Ao The owner and occupier of all premises upon which garbage or other solid waste is stored shall remove or cause to be removed all such materials from their premises at least once a week.
