213 <br /> <br />Se <br /> <br />Vector - An insect or other animal which transmits infectious diseases <br />from one person or animal to another. <br /> <br />Spoiled Food - Means any food which has been removed from sale by the <br />United States Department of Agriculture, North Carolina Department of <br />Agriculture, Food and Drug Administration or any other regulatory <br />agency having jurisdiction in judging food unfit for consumption. <br /> <br />Local Governing Agency - Refers to incorporated cities, counties <br />and special purpose districts which are empowered to undertake solid <br />waste management programs. <br /> <br />Ye <br /> <br />Water Supply Watershed - An area from which water drains to a point <br />or impoundment and the water is then used as a source for a public <br />water supply. <br /> <br />Health Director - The director of the Cabarrus County Health Department <br />or his authorized representatives. <br /> <br />X. Board of Health - The Cabarrus County Board of Health. <br /> <br />Y. County Commissioners - The Board of Commissioners of Cabarrus County. <br /> <br />SECTION II - GENERAL CONDITION <br /> <br />Ae <br /> <br />Ail solid waste shall be stored, collected, transported, treated, <br />utilized, processed, reclaimed, recycled and disposed of in a manner <br />consistent with the requirements and intent of this ordinance. <br /> <br />Notwithstanding other provisions of this ordinance, no radioactive <br />solid waste shall be collected and transported, stored, treated, <br />processed, or reclaimed, except as specifically authorized by a <br />radioactive material license issued by the State Division of Facilities <br />Services, Radiation Protection Branch. No radioactive solid wastes <br />shall be disposed of in Cabarrus County without prior approval of the <br />Health Director. <br /> <br />Regulations pertaining to the management of solid waste may be pro- <br />mulgated by the County Commissioners or the Board of Health. <br /> <br />The Health Director shall be the primary official charged with the <br />administration, supervision, execution and initial enforcement of <br />regulations pertaining to the management of solid waste. <br /> <br />Pursuant to the authority under this act, the Board of Health shall <br />have the authority to promulgate regulations pertaining to the manage- <br />ment of solid waste which shall be posted at the Cabarrus County <br />Courthouse Door, together with a.statement indicating that the posted <br />regulations have been adopted and that a copy of the regulations are on <br />file in the office of the Cabarrus County Health Department; and shall <br />cause a notice of the adoption of all regulations enacted hereunder to <br />be published for two successive weeks in a newspaper having general <br />circulation within Cabarrus County pursuant to the provisions of <br />North Carolina General Statutes Section 130-17. <br /> <br />SECTION III - SOLID WASTE STORAGE <br /> <br /> No person owning or occupying any premises shall permit any solid waste <br />to accumulate upon such premises that is not stored in a manner app,rovedby <br />the Board of Health. <br /> <br />SECTION IV - SOLID WASTE REMOVAL <br /> <br />Ao <br /> <br />The owner and occupier of all premises upon which garbage or other <br />solid waste is stored shall remove or cause to be removed all such <br />materials from their premises at least once a week. <br /> <br /> <br />
