214 <br /> <br />It shall be the specific responsibility of the owners of mobile home <br />parks and apartment houses or complexes to provide for the collection <br />and removal of all refuse from the premises at least once per week. <br />Such mobile home parks and apartment complexes, when services are <br />rendered to all residents pursuant to a single contract with the <br />owner or manager thereof, shall be deemed to be a commercial venture <br />for the purposes of Section IX herein. <br /> <br />SECTION V - SOLID WASTE TRANSPORTATION <br /> <br /> No person for hire shall transport solid waste in a conveyance that <br />has not been inspected and approved by the Health Director and certified as <br />being in compliance with rules promulgated by the Board of Health. <br /> <br />SECTION VI - SOLID WASTE DISPOSAL <br /> <br /> No garbage or solid waste generated outside of Cabarrus County shall be <br />disposed of in the county's landfill. <br /> <br /> No person shall dispose of solid waste except by one of the following <br />methods: <br /> <br />Ae <br /> <br />By burning in an incinerator of a type inspected and approved by the <br />Health Director and certified as being in compliance with applicable <br />regulations. <br /> <br />By burying in a sanitary landfill that is designed, operated and <br />equipped in accordance with the recommendations of Special Bulletin <br />No. 479 of the North Carolina State Division of Health Services, <br />entitled "Refuse Disposal by Sanitary Landfill", and Bulletin No. 411 <br />of the North Carolina Division of Health Services, entitled "Rules <br />and Regulations Providing Standards for Solid Waste Disposal". <br /> <br />Ce <br /> <br />This ordinance shall not be construed to prevent any person owning <br />and occupying a single family dwelling from properly disposing of <br />solid waste produced from his own residence by burying it in a manner <br />approved by the Board of Health. <br /> <br />SECTION VII - APPLICATIONS FOR SOLID WASTE MANAGEMENT PERMITS AND FRANCHISES <br /> <br /> Ail persons applying for a solid waste management permit or a franchise <br />for the collection or transportation of solid waste shall first file a <br />formal written application with the Health Director containing such <br />information as may be requested by the Health Director, including, but not <br />limited to, the nature of the applicant's equipment and the territory in <br />which the applicant desires to operate. <br /> <br />SECTION VIII - COLLECTION OF SOLID WASTE <br /> <br /> No person for hire shall collect or transport solid waste without an <br />appropriate solid waste management permit issued by the Health Director. <br />Collection shall be accomplished once each week at a frequency or at <br />intervals specified by the Health Director, except in the following conditions: <br /> <br />No collection of garbage by franchise haulers is required to be <br />made on days that snow is on the roads. <br /> <br />Only road side garbage pickup is required when snow remains on <br />the ground. <br /> <br />3. Garbage secured in out buildings need not be picked up. <br /> <br />The Health Director shall issue no permits for the collection or <br />transportation of solid waste without inspection of the facilities, <br />equipment and proposed operating methods of any person making application <br />therefore, and certifying that said facilities, equipment and operating <br />methods are in compliance with regulations promulgated by the Board of <br />Health. <br /> <br /> <br />
