308 UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Milloway and unanimously carried, the Board awarded the food service contract for the County Jail to the low bidder, Martin's Drive-In, at the following unit price per meal: Breakfast - $1.10, Lunch - $1.45, Dinner - $1.45. AERO Products Corporation Southeastern Emergency Equipment City Chevrolet Company Bid Bond Total Bid X NO BID NO BID NO BID $31,321.08 UPON MOTION of Commissioner Lentz, seconded by commissioner Payne and unanimously carried, the Board agreed to purchase an ambulance for the Cabarrus County Ambulance Service from City Chevrolet Company at the cost of $31,321.08. Mr. W. K. Cowan, Director of the Cabarrus County Parks and Recreation Department, reviewed the accomplishments of Frank Liske Park during the past two and one-half years. He presented the proposed Capital Development Budget for the Fiscal Year 1983-84 totaling $138,000.00 of which $50,000.00 is to be provided through the Land and Water Conservation Fund Grant (LWCF) with the remaining $88,000.00 recommended as an appropriation from Revenue Sharing Funds. UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and unanimously carried, the Board adopted the following resolution on Frank Liske Park and agreed to appropriate $50,000.00 in Revenue Sharing Funds as the local matching funds for the Land and Water Conservation Fund Grant. RESOLUTION AUTHORIZING THE DEVELOPMENT OF FRANK LISKE PARK BY THE CABARRUS BOARD OF COUNTY COMMISSIONERS WHEREAS, The Land and Water Conservation Fund Act of 1965 provides for the making of grants by the National Park Service, Department of Interior of the United States Government to States and local governments in support of Outdoor Recreation projects and such funds as are available after approval of the appropriate State Agency and the National Park Service; WHEREAS, The State is required to insure that there will be no dis- crimination against any person of any race, color, sex, creed, or political affiliation; and WHEREAS, The County Commission of the County of Cabarrus realizes that recreation facilities are not adequate to meet the minimum recreational needs of the people of Cabarrus County; and WHEREAS, it is believed that said Commission with the assistance of the general public is not in a position to lend support to the development of Frank Liske Park. NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSION OF THE COUNTY OF CABARRUS, NORTH CAROLINA: (1) That an application be made to the National Park Service of Interior of the U..S. Government through the State of North Carolina for a development grant of $50,000.00, which represents fifty percent (50%) of all cost ($100,000.00) including preparation, plans and construction of recreational facilities to be completed in the fiscal years 1983-84. (2) That the County Manager of the County of Cabarrus be authorized and directed to file such application on behalf of the County of Cabarrus, to provide additional information and to furnish such documents as may be required by the National Park Service and the State of North Carolina and to act as the authorized correspondent of the County of Cabarrus.
