K. Cowan, Director of the Cabarrus County Parks and Recreation <br />Department, reviewed the accomplishments of Frank Liske Park during the <br />past two and one-half years. He presented the proposed Capital Development <br />Budget for the Fiscal Year 1983-84 totaling $138,000.00 of which $50,000.00 <br />is to be provided through the Land and Water Conservation Fund Grant (LWCF) <br />with the remaining $88,000.00 recommended as an appropriation from Revenue <br />Sharing Funds. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following resolution on Frank <br />Liske Park and agreed to appropriate $50,000.00 in Revenue Sharing Funds as <br />the local matching funds for the Land and Water Conservation Fund Grant. <br /> <br /> RESOLUTION AUTHORIZING THE DEVELOPMENT <br /> OF FRANK LISKE PARK <br />BY THE CABARRUS BOARD OF COUNTY COMMISSIONERS <br /> <br /> WHEREAS, The Land and Water Conservation Fund Act of 1965 provides for <br />the making of grants by the National Park Service, Department of Interior of <br />the United States Government to States and local governments in support <br />of Outdoor Recreation projects and such funds as are available after approval <br />of the appropriate State Agency and the National Park Service; <br /> <br /> WHEREAS, The State is required to insure that there will be no dis- <br />crimination against any person of any race, color, sex, creed, or political <br />affiliation; and <br /> <br /> WHEREAS, The County Commission of the County of Cabarrus realizes that <br />recreation facilities are not adequate to meet the minimum recreational <br />needs of the people of Cabarrus County; and <br /> <br /> WHEREAS, it is believed that said Commission with the assistance of the <br />general public is not in a position to lend support to the development of <br />Frank Liske Park. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSION OF THE COUNTY <br />OF CABARRUS, NORTH CAROLINA: <br /> <br /> (1) That an application be made to the National Park Service of <br />Interior of the U..S. Government through the State of North Carolina for <br />a development grant of $50,000.00, which represents fifty percent (50%) <br />of all cost ($100,000.00) including preparation, plans and construction <br />of recreational facilities to be completed in the fiscal years 1983-84. <br /> <br /> (2) That the County Manager of the County of Cabarrus be authorized and <br />directed to file such application on behalf of the County of Cabarrus, to <br />provide additional information and to furnish such documents as may be <br />required by the National Park Service and the State of North Carolina and <br />to act as the authorized correspondent of the County of Cabarrus. <br /> <br /> <br />
