The last sentence of Article VI of the Articles of Association is hereby rewritten to provide as follows: "With respect to adoption or approving all matters concerning the administration of the JTPA within the service delivery area, the vote of a majority of the Chairmen of Boards of Commissioners at a Consortium meeting, or the unanimous vote of the said Chairmen without a meeting, shall be required for action of the Consortium." As hereinabove amended, the undersigned do hereby ratify, confirm and adopt the aforesaid Articles of Association dated June 28, 1983; and this amendment shall be effective as of June 28, 1983. There being no other nominations, the Board unanimously appointed Ms. Donna Morgan as the Youth Council representative on the Parks and Recreation Advisory Commission for a term of one year ending July 31, 1984. UNITED NATIONS DECADE OF DISABLED PERSONS 1. WHEREAS, The United Nations has officially proclaimed the period 1983-1992 as the Decade of Disabled Persons and has urged all nations and organizations to continue.the momentum of the 1981 International Year of Disabled Persons in improving the quality of life for the world's half- billion persons with disabilities; 2. WHEREAS, the International Year of Disabled Persons led to wide- spread commitment and action to further the full participation of America's 35 million persons with disabilities in all aspects of national and community life; 3. WHEREAS, the International Year observance led to the proclamat,ion by the President and the Congress of the United States 'of 1982 as the National Year of Disabled Persons, to the formation of the National Organization on Disability and to the widespread use of the slogan, "Meeting the Challenges Through Partnerships";
