350 <br /> <br />"IX" <br /> <br /> These Articles may .be amended at any time upon written <br />agreement of all of the members, upon ratification of such <br />amendment by resolution of the boards of county commissioners <br />of each member." <br /> <br /> 2. There being no <br />other nominations, the Board unanimously appointed Ms. Donna Morgan as the <br />Youth Council representative on the Parks and Recreation Advisory Commission <br />for a term of one year ending July 31, 1984. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board adopted the following resolution in <br />support of the United Nations proclamation of 1983-1992 as the Decade of <br />Disabled Persons. <br /> <br />UNITED NATIONS DECADE OF DISABLED PERSONS <br /> <br /> 1. WHEREAS, The United Nations has officially proclaimed the period <br />1983-1992 as the Decade of Disabled Persons and has urged all nations and <br />organizations to continue.the momentum of the 1981 International Year of <br />Disabled Persons in improving the quality of life for the world's half- <br />billion persons with disabilities; <br /> <br /> 2. WHEREAS, the International Year of Disabled Persons led to wide- <br />spread commitment and action to further the full participation of America's <br />35 million persons with disabilities in all aspects of national and community <br />life; <br /> <br /> 3. WHEREAS, the International Year observance led to the proclamat,ion <br />by the President and the Congress of the United States 'of 1982 as the <br />National Year of Disabled Persons, to the formation of the National Organization <br />on Disability and to the widespread use of the slogan, "Meeting the Challenges <br />Through Partnerships"; <br /> <br /> <br />
