WHEREAS, these partnerships between persons with and without disabilities <br />between government and the private sector; and among state, local and national <br />organizations are continuing to improve the lives of Americans with disabilities;~ <br />and <br /> <br /> 5. WHEREAS, further progress should be made in the United States toward <br />increasing understanding the unmet needs, and potential contribution of <br />America's disabled citizens in furtherance of the following long-term goals <br />of and for disabled persons as set forth during the 1981 and 1982 observances: <br /> <br />-Expanded Educational Opportunity <br />-Improved Access to Housing, Buildings and Transportation <br />-Greater Opportunity for Employment <br />-Greater Participation in Recreational, Social and Cultural Activities <br />-Expanded and Strengthened Rehabilitation Programs and Facilities <br />-Purposeful Application of Biomedical Research Aimed at Conquering <br /> Major Disabling Conditions <br />-Reduction in the Incidence of Disability through Accident and Disease <br /> Prevention <br />-Increased Application of Technology to Ameliorate the Effects of Disability <br />-Expanded International Exchange of Information and Experience to Benefit <br /> Ail Disabled Persons. <br /> <br />Now, therefore, be it <br /> <br /> RESOLVED, that the Cabarrus County Board of Commissioners supports the <br />World Program of Action and Decade of Disabled Persons of the United Nations; and <br /> <br /> RESOLVED, that the Cabarrus County Board of Commissioners joins with the <br />National Organization on Disability as a national partner in furthering the <br />above long-term goals of and for Americans with disabilities. <br /> <br />ADOPTED: <br /> <br />CABARRUS COUNTY BOARD OF coMMIssIONERS <br /> <br />August 1, 1983 <br /> <br />BY: /s/ J. Harold Nash, Chairman <br /> <br /> The Board appointed Commissioner Lentz as the voting delegate for <br />Cabarrus County at the 76th Annual Conference of the North Carolina <br />Association of County Commissioners to be held in Greensboro August 11-14, <br />1983. <br /> Mr. Charles D. McGinnis, County Manager, reported that Planning Board <br />appointments were scheduled for the next meeting of the Board. A listing <br />of all persons who have expressed an interest in serving on the Planning <br />Board will be sent to members of the Board prior to the meeting. The <br />Board requested that Mr. John R. Boger, Jr., County Attorney, ascertain <br />if Mr. Jack Rankin would be eligible for reappointment to the Planning <br />Board in accordance with the County's Appointment Policy. <br /> The Board briefly reviewed the methods of distribution of sales tax. <br />The Board requested information pertaining to the distribution figures for the <br />last quarter by the County and the amount of sales tax received by the three <br />municipalities during the last quarter. <br /> Commissioner Barnhardt reported that there was a site on the Stonewall <br />Jackson Training School property that would be suitable for a County dog <br />pound. The Board requested that Mr. Charles D. McGinnis, County Manager, <br />investigate the possibility of the County pursuing the acquisition of this <br />property for an animal shelter. <br /> Commissioner Milloway reported that Mrs. Betsy Carpenter, President of <br />the Cabarrus Animal Protection Association, had advised her that two <br />additional handicapped parking spaces are needed at the County Courthouse. <br />The Board requested that the County Manager investigate the matter to <br />determine the appropriate number of reserved handicapped spaces for the <br />Courthouse facility. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Milloway <br />and unanimously carried, the Board moved that the regular meeting at 9:30 A.M. <br />on Monday, September 5, 1983, be rescheduled for Tuesday, September 6, 1983. <br />Monday, September 5, 1983, will be observed as Labor Day. <br /> <br /> <br />
