Fries, Superintendent of Cabarrus County Schools, <br />reviewed the long-range plans for renovating classrooms in schools through- <br />out the county. <br /> Ms. Ann Glosson, President of Cabarrus County's unit of the North <br />Carolina Association of Educators, stated that a poll had indicated that <br />74 percent (74%) of all school personnel in the county were in favor of <br />the additional one-half cent (1/2¢) sales tax for the benefit of the <br />children in Cabarrus County. <br /> Dr. Grier Bradshaw, Superintendent of the Kannapolis City Schools, <br />spoke in support of the one-half cent (1/2¢) sales tax and reviewed the <br />needs of the Kannapolis City Schools. <br /> Ms. Margie Spry, employee of Cannon Mills, stated she was "bitterly <br />opposed to any more taxation right now." <br /> Mr. Roland Jordan asked that the additional one-half cent (1/2¢) <br />sales tax be postponed for at least six months or a year. He stated that <br />the economy was poor and that many persons in the county were unemployed at <br />the present time. <br /> Mr. Manuel Kiser opposedthe imposition of the one-half cent (1/2¢) <br />sales tax by the Board of Commissioners and urged the Board to call for <br />a referendum to consider the levy of the tax at the spring primary. Also, <br />Mr. Kiser stated it would be difficult for merchants to figure the <br />additional one-half cent (1/2¢) sales tax and would be expensive for <br />them to modify existing equipment to calculate the additional tax. <br /> Mr. Bill Powlas spoke against the one-half cent (1/2¢) sales tax and <br />stated the issue should be decided by the people in a referendum. <br /> The following Resolution was received from the City Council of the <br />City of Concord. <br /> <br />RESOLUTION SUPPORTING ONE-HALF PERCENT SALES TAX <br /> <br /> WHEREAS, the General Assembly enacted the amended Senate Committee <br />substitute for House Bill #426 into Law (Chapter 908); and <br /> <br /> WHEREAS, the act authorizes each county to levy an additional one- <br />half percent local option sales tax; and <br /> <br /> WHEREAS, the distribution of net proceeds will be Q~ a p,er c~pita <br />basis among counties which levy the tax, and among counties and municipalities <br />in the county under the same formula currently in use in that county for <br />the distribution of the existing one cent local option sales tax proceeds; <br />and <br /> <br /> WHEREAS, the proceeds to municipalities will be spent on the following <br />basis: 40 percent for the first five years and 30 percent for the next <br />five years must be used for water and sewer capital outlay or retirement <br />of debt; and <br /> <br /> WHEREAS, additional revenues are needed by the City of Concord for <br />capital outlay; <br /> <br />NOW, THEREFORE, THE CITY OF CONCORD DOTH RESOLVE: <br /> <br />Sect ion 1. <br /> <br />T~at the City of Concord requests the County Board of <br />Commissioners levy the one-half percent local option <br />sales tax as authorized by the above act adopted by the <br />General Assembly. <br /> <br /> <br />
