382 <br /> <br /> The Board briefly discussed the vacancy now existing on the Zoning <br />Board of Adjustment as a result of the resignation by Mr. F. A. Rankin, Jr. <br />The Board requested that the appointment to the Zoning Board of Adjustment <br />be placed on the agenda for the next meeting. <br /> The Board reviewed the provisions of the Cabarrus County Animal <br />Control Ordinance concerning the establishment and composition of the <br />Animal Advisory Committee. The Board requested Commissioner Milloway to <br />make recommendations at the next meeting regarding appointments to this <br />committee and the terms of appointment. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the assignment of County cars <br />to the Environmental Health Section of the Cabarrus County Health Department <br />to be used by the sanitarians for a trial period of one year as recommended <br />by the Health Director and County Manager. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the removal of the following <br />items from the list of surplus property to be sold at public auction on <br />October 1, 1983. <br /> <br />4 Air Conditioners <br />1 Trailer (Recreation Department) <br />3 Automobiles - 1979 Plymouth (HL41L9B243232) 1979 Plymouth (HL41L9B243229) <br /> 1977 Plymouth Station Wagon (HL45G7B303188) <br /> <br /> Commissioner Milloway reviewed provisions of the policy for appoint- <br />ments to boards, committees, and commissions and stated the need for these <br />appointments to reflect more of the general population. The Board expressed <br />concern regarding the attendance of members to board and committee meetings <br />and asked the County Manager to notify the appropriate persons who work <br />with the various boards that the Board of Commissioners will be closely <br />looking at the attendance of members to the meetings. <br /> Mr. Charles D. McGinnis, County Manager, and Mr. Thomas B. Robinson, <br />Planning Director, reviewed the offer by the Farmers Home Administration <br />for a $7 million loan/grant toward the construction of a $11,060,000.00 water <br />distribution system for the county. According to Mr. McGinnis, it will be <br />necessary for voters in the county to approve a $5.5 million bond referendum <br />for the issuance of general obligation bonds in order to receive the $1.4 <br />million grant from the Farmers Home Administration. Mr. McGinnis stated <br />that if the bonds are approved they could be purchased by the Farmers Home <br />Adminstration at an estimated 9.125 percent interest rate and repaid by <br />user fees over a period of 40 years. Mr. Robinson reported that the County <br />had $863,000.00 available from a previous clean water bond issue and that <br />an additional $2.5 million had been expected. However, he explained that <br />the additional money would not be available as the North Carolina General <br />Assembly had recently failed to authorize a clean water bond issue. <br />Mr. Robinson stated that the lack of this money would require reducing <br />the $11 million project by approximately $1,697,000.00 or increasing the bond <br />issue by the same amount. <br /> The Board agreed to consider the Farmers Home Administration loan/ <br />grant at the next meeting and to make a decision at that time regarding a <br />bond referendum. <br /> Chairman Nash reported that the County Attorney had written a letter <br />to the owner of the property on which the Concord Post Office is located <br />regarding the condition of the wall adjacent to the County parking lot. <br />No response had been received from the property owner. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Payne and <br /> unanimously carried, the Board authorized the County Attorney and Building <br /> Inspector to take appropriate legal and administrative action which could <br /> include condemnation of the wall adjacent to the County parking lot and the <br /> area contiguous to the wall that would be considered dangerous in case of <br /> collapse. <br /> Mr. Charles D. McGinnis, County Manager, reported that the term of <br /> appointment of Ms. Dale Nixon on the Jury Commission expires on September 30, <br /> 1983. In accordance with the County's appointment policy, Ms. Nixon is <br /> not eligible for reappointment. <br /> <br /> <br />
