379 (4) That the Clerk to the Board is hereby directed to enter on the minutes of this Board and the assessment roll the date, hour and minute of the confirmation thereof and to deliver a copy of the assessment roll to the County Tax Collector. (5) That, after the expiration of twenty (20) days from this date, the County Tax Collector shall cause to be published one time in some newspaper published in the County a notice that any assessments contained in the assessment roll may be paid in full to the County Tax Collector without interest thereon at any time before the expiration date of ' thirty (30) days. (6) That, if the owners of the lots or tracts against which the assess- ments have been made do not exercise their option to pay the same in cash as herein before provided in the original resolution providing financial assistance of the improvements, such installments to bear interest at the rate of twelve percent (12%) per annum from this date. (7) That the first of the installments with interest thereon shall become due and payable thirty (30) days after the publication of the notice herein above required to be published, and one subsequent install- ment with interest thereon shall be due and payable on the same day of~ the same month of each successive year until the assessments have been paid in full. Boger, Jr. COUNTY ATTORNEY Mr. James Blair stated the need for water and sewer development throughout Cabarrus County and for the establishment of a Water and Sewer Authority to control these services. He presented the following Act for consideration by the Board. An Act to Establish The Cabarrus County Water & Sewer Authority The Cabarrus County Water & Sewer Authority shall be established for the purpose of developing plans with respect to water and sewer resources and needs within Cabarrus County and, further, to implement these plans on behalf of the commissioners and the people of Cabarrus County. A motion was made by Commissioner Milloway and seconded by Commissioner Payne to adopt the following resolution. A Resolution to Establish The Cabarrus County Water and Sewer Commission The Cabarrus County Water and Sewer Study Commission shall be established for the purpose of developing plans with respect to water and sewer resources and needs within Cabarrus County, and further, to recommend means to implement these plans on behalf ~ of the commissioners and the people of Cabarrus County. The Study Commission shall report back to the Board of Commissioners within 90 days. UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and unanimously carried, the Board tabled the vote on the motion to establish the Cabarrus County Water and Sewer Study Commission until after lunch.
