379 <br /> <br /> (4) That the Clerk to the Board is hereby directed to enter on the <br />minutes of this Board and the assessment roll the date, hour and minute <br />of the confirmation thereof and to deliver a copy of the assessment roll to <br />the County Tax Collector. <br /> <br /> (5) That, after the expiration of twenty (20) days from this date, <br />the County Tax Collector shall cause to be published one time in some <br />newspaper published in the County a notice that any assessments contained <br />in the assessment roll may be paid in full to the County Tax Collector <br />without interest thereon at any time before the expiration date of ' <br />thirty (30) days. <br /> <br /> (6) That, if the owners of the lots or tracts against which the assess- <br />ments have been made do not exercise their option to pay the same in cash <br />as herein before provided in the original resolution providing financial <br />assistance of the improvements, such installments to bear interest at the <br />rate of twelve percent (12%) per annum from this date. <br /> <br /> (7) That the first of the installments with interest thereon shall <br />become due and payable thirty (30) days after the publication of the <br />notice herein above required to be published, and one subsequent install- <br />ment with interest thereon shall be due and payable on the same day of~ <br />the same month of each successive year until the assessments have been <br />paid in full. <br /> <br />DATED: September 6, 1983 <br /> <br />ATTEST: <br />Clerk to the Board of <br />County Commissioners <br /> <br />BOARD OF COUNTY COMMISSIONERS <br />CABARRUS COUNTY, NORTH CAROLINA <br /> <br />/s/ Frankie F. Boger, Jr. <br />COUNTY ATTORNEY <br /> <br /> Mr. James Blair stated the need for water and sewer development <br />throughout Cabarrus County and for the establishment of a Water and Sewer <br />Authority to control these services. He presented the following Act for <br />consideration by the Board. <br /> <br />An Act to Establish <br />The Cabarrus County Water & Sewer Authority <br /> <br />The Cabarrus County Water & Sewer Authority shall be established for <br />the purpose of developing plans with respect to water and sewer <br />resources and needs within Cabarrus County and, further, to implement <br />these plans on behalf of the commissioners and the people of Cabarrus <br />County. <br /> <br /> A motion was made by Commissioner Milloway and seconded by Commissioner <br />Payne to adopt the following resolution. <br /> <br />A Resolution to Establish <br />The Cabarrus County Water and Sewer Commission <br /> <br />The Cabarrus County Water and Sewer Study Commission shall be <br />established for the purpose of developing plans with respect to <br />water and sewer resources and needs within Cabarrus County, and <br />further, to recommend means to implement these plans on behalf ~ <br />of the commissioners and the people of Cabarrus County. The Study <br />Commission shall report back to the Board of Commissioners within <br />90 days. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board tabled the vote on the motion to establish <br />the Cabarrus County Water and Sewer Study Commission until after lunch. <br /> <br /> <br />
