405 <br /> <br /> The Board reviewed the recommendation from Mr. William K. Cowan, <br />Recreation Director, that the Board reject both bids and allow the <br />Recreation Department to secure the athletic materials through informal <br />bid procedures in an attempt to secure more vendor participation and better <br />prices. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne <br />with Commissioners Lentz, Payne, and Milloway and Chairman Nash voting <br />for and Commissioner Barnhardt voting against, the Board accepted the <br />bid for the purchase of athletic supplies from Oxford Sporting Goods in <br />the amount of $7,853.15. <br /> On behalf of the Board of Commissioners, Chairman Nash congratulated <br />Mr. Dixie Upright for being selected as a recipient of the Governor's <br />Volunteer Service award. <br /> Chairman Nash presented the following list of nominees to the Cabarrus <br />County Water and Sewer Study Commission. <br /> <br />Mr. J. Thompson Brown, Jr. <br />Mr. Brady Black <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the appointment of the eleven <br />(11) nominees to the Water and Sewer Study Commission as presented by <br />Chairman Nash. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br />with Commissioners Payne, Lentz, and Barnhardt and Chairman Nash voting for <br />and Commissioner Milloway voting against, the Board agreed to enlarge the <br />Water and Sewer Study Commission to thirteen (13) members with the <br />Concord/Cabarrus County Chamber of Commerce and the Kannapolis Chamber of <br />Commerce to appoint one member each to the Study Commission. <br /> The Board briefly discussed the purpose of the Water and Sewer Study <br />Commission and the possible need for a consultant to work with this <br />commission. By general agreement, the Board authorized Chairman Nash and <br />Commissioner Payne to talk with Dr. James Clay of the Urban Institute of <br />the University of North Carolina at Charlotte to determine the type of <br />services available through the Institute and the cost of these services. <br /> Chairman Nash called a special meeting of the Board of Commissioners <br />for 7:00 P.M. on October 13, 1983, in the Commissioners' Meeting Room <br />for an organizational meeting with the Water and Sewer Study Commission. <br />The Board will d~scuss the goals and objectives of the Water and Sewer <br />Study Commission at that time. Chairman Nash also stated that there would <br />be an official meeting of the Board of Commissioners at 7:00 P.M. on <br />October 18, 1983, at the Midland Volunteer Fire Department to present <br />proposals for water and sewer service for that section of the county. He <br />asked that the engineering firm of Henningson, Durham & Richardson, Inc., <br />submit information regarding the following items prior to that meeting. <br /> <br />2. <br />3. <br />4. <br /> <br />Water line from Mt. PleaSant to Midland <br />Utilization of rock quarry in Midland as a water source <br />Well field in Midland <br />Extension of City of Concord line down Highway 601 or Flowes <br />Store Road <br />Purchase of water from Stanly County <br /> <br /> Mrs. Harriet Ward of the Cabarrus-Kannapolis Friends of the Library <br />asked the Board to direct a formal request to Mr. David N. McKay, State <br />Director of the Division of State Library, for a feasibility study of <br />Cabarrus CoUnty in regards to a county-wide branch library system. <br />Mr. Dan MacNeill, Director of the Charles A. Cannon Memorial Library, stated <br />that the feasibility study would be conducted by the State at no cost to the <br />County and would evaluate the county's library needs to determine the best <br />type of branch library system for Cabarrus County. <br /> Motion was made by Commissioner Milloway and seconded by Commissioner <br />Lentz to grant the request of the Cabarrus-Kannapolis Friends of the Library <br />as presented by Mrs. Harriet Ward. <br /> <br /> <br />
