405 The Board reviewed the recommendation from Mr. William K. Cowan, Recreation Director, that the Board reject both bids and allow the Recreation Department to secure the athletic materials through informal bid procedures in an attempt to secure more vendor participation and better prices. UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne with Commissioners Lentz, Payne, and Milloway and Chairman Nash voting for and Commissioner Barnhardt voting against, the Board accepted the bid for the purchase of athletic supplies from Oxford Sporting Goods in the amount of $7,853.15. On behalf of the Board of Commissioners, Chairman Nash congratulated Mr. Dixie Upright for being selected as a recipient of the Governor's Volunteer Service award. Chairman Nash presented the following list of nominees to the Cabarrus County Water and Sewer Study Commission. Mr. J. Archie Smith Mr. D. Manuel Kiser Mr. James A. Blair Mr. L. W. Thompson Brown, Jr. Mr. Brady Black UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board approved the appointment of the eleven (11) nominees to the Water and Sewer Study Commission as presented by Chairman Nash. UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with Commissioners Payne, Lentz, and Barnhardt and Chairman Nash voting for and Commissioner Milloway voting against, the Board agreed to enlarge the Water and Sewer Study Commission to thirteen (13) members with the Concord/Cabarrus County Chamber of Commerce and the Kannapolis Chamber of Commerce to appoint one member each to the Study Commission. The Board briefly discussed the purpose of the Water and Sewer Study Commission and the possible need for a consultant to work with this commission. By general agreement, the Board authorized Chairman Nash and Commissioner Payne to talk with Dr. James Clay of the Urban Institute of the University of North Carolina at Charlotte to determine the type of services available through the Institute and the cost of these services. Chairman Nash called a special meeting of the Board of Commissioners for 7:00 P.M. on October 13, 1983, in the Commissioners' Meeting Room for an organizational meeting with the Water and Sewer Study Commission. The Board will d~scuss the goals and objectives of the Water and Sewer Study Commission at that time. Chairman Nash also stated that there would be an official meeting of the Board of Commissioners at 7:00 P.M. on October 18, 1983, at the Midland Volunteer Fire Department to present proposals for water and sewer service for that section of the county. He asked that the engineering firm of Henningson, Durham & Richardson, Inc., submit information regarding the following items prior to that meeting. 2. 3. 4. Water line from Mt. PleaSant to Midland Utilization of rock quarry in Midland as a water source Well field in Midland Extension of City of Concord line down Highway 601 or Flowes Store Road Purchase of water from Stanly County Mrs. Harriet Ward of the Cabarrus-Kannapolis Friends of the Library asked the Board to direct a formal request to Mr. David N. McKay, State Director of the Division of State Library, for a feasibility study of Cabarrus CoUnty in regards to a county-wide branch library system. Mr. Dan MacNeill, Director of the Charles A. Cannon Memorial Library, stated that the feasibility study would be conducted by the State at no cost to the County and would evaluate the county's library needs to determine the best type of branch library system for Cabarrus County. Motion was made by Commissioner Milloway and seconded by Commissioner Lentz to grant the request of the Cabarrus-Kannapolis Friends of the Library as presented by Mrs. Harriet Ward.
