406 <br /> <br /> UPON SUBSTITUTE MOTION of Commissioner Payne, seconded by Commissioner <br />Lentz and unanimously carried, the Board directed that a letter be sent <br />to Mr. David N. McKay, Director of the Division of State Library, officially <br />requesting a library feasibility study of Cabarrus County. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board accepted $50,000.00 from the State of <br />North Carolina for the purpose of establishing a capital reserve fund for <br />future construction of a Kannapolis library and increased expenses in the <br />same amount. The budget amendment is as follows. <br /> <br />LIBRARY CONSTRUCTION FUND <br />ACCOUNT NUMBER 36 <br /> <br /> Present <br />Line Item Approved Revised <br />Acct. No. Description Budget Increase Decrease Budget <br /> <br /> Increase Revenue <br />6-17-34-801 State Grant - - 0 - <br /> Culture and Recreation <br /> <br />$50,000.00 - $50,000.00 <br /> <br /> Increase Expenses <br />9-36-01-801 Capital Reserve - <br /> Library <br /> <br />- 0 - $50,000.00 - $50,000.00 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, .the Board adopted the following resolution. <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County received the <br />following resolution from the Town of Harrisburg: <br /> <br />"By resolution the Town of Harrisburg on September 12, 1983, <br />voted to request that the revised Cabarrus County Animal <br />Control Ordinance as adopted by the Cabarrus County Board of <br />Commissioners in their meeting on August 1, 1983, be enforced <br />by the County within the confines of the town limits of <br />Harrisburg." <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Animal Control <br />Ordinance which was effective September 1, 1983, be and the same shall <br />apply within the Corporate Limits of the Town of Harrisburg and the <br />Cabarrus County Dog Warden and his assistants are hereby instructed to <br />enforce said Ordinance within the Corporate Limits of the Town of <br />Harrisburg. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway <br />and unanimously carried, the Board appropriated $2,000.00 from the <br />Contingency Fund to the Health Department budget to cover the cost of <br />antibody testing for Hepatitis B and the purchase of Hepatitis B vaccine <br />for those employees who have no antibodies and desire the vaccine. To <br />be included in this Hepatitis B testing program are the employees at the <br />Health Department who frequently work with blood and the emergency medical <br />services personnel. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway <br />and unanimously carried, the Board adopted the following septic/tank lot <br />evaluation fee schedule. <br /> <br />The applicant for a septic tank permit is entitled to request <br />two (2) free inspections of property for soil analysis and <br />potential siting of a septic tank. Any further requests for <br />on-site visits will be handled under the following fee schedule: <br /> <br />-Each additional visit will cost $25.00. <br /> <br />-Visits initiated by our sanitarians will be at no cost to <br /> the applicant. <br /> <br /> <br />
