440 <br /> <br />by the engineer that the water and sewer lines could not be installed in <br />this manner. In conclusion, Mr. Smith volunteered to do whatever he could <br />to help the County in regards to the water project. <br /> Mrs. Betty Graves of Perry Street questioned the inclusion of that <br />area in the proposed water and sewer district. It was determined by the <br />engineer that her home was located within the proposed district. <br /> Mr. Richard Smith expressed interest in Van Tassel Drive being included <br />in the proposed water and sewer district and requested information regarding <br />the cost of service lines and meters to individual lots. Mr. Paul Watson <br />stated there were no plans for water lines along that street at the <br />present time. Also, Mr. Watson briefly reviewed the proposed fee schedule <br />for service lines and meters. <br /> Mr. James Whitley expressed concern regarding persons living within <br />the proposed district and presently receiving water from the City of <br />Concord. It was noted that the County would not interfere with the water system <br />of the City of Concord. Mr. Whitley asked that the Board give the citizens <br />all the facts regarding the proposed water and sewer district and bond <br />referendum. Also, Mr. Whitley volunteered to pay for a telephone operator <br />to answer all questions from the public regarding the proposed district. <br /> Mr. Jeff Fink of 2254 Quail Drive asked if existing water lines under <br />a community water system would be used or if an entire new system would be <br />installed. He was advised by the engineer that if the present community <br />water system did not meet the standards set by the County that a new system <br />would be installed and residents would be responsible for paying the cost <br />of the tap fee to the new system. Mr. Fink also asked that the Board <br />consider the placement of a fire hydrant at the Pitts Volunteer Fire <br />Department. <br /> Mr. Manuel Kiser stated it was nice that the County was starting <br />a water system; however, he stated there was poor planning in drawing the <br />boundary lines of the proposed district. He stated the boundary lines <br />should not be located down the center of a highway but should be established <br />500 feet across the center line of the highway. Mr. Miser expressed <br />concern that the County was including areas in the proposed district which <br />were already served by the City of Concord or a State Utility approved water <br />system. He stated there were not enough proposed water lines and expressed <br />concern that everyone in the district would not be served by water within <br />a ~ten-year period. He stated the Board members were placing too much faith <br />and confidence in people they could not trust in regards to water and sewer. <br /> Mr. James A. Blair of Kannapolis suggested that the Board consider the <br /> possibility of splitting the proposed water and sewer district into three <br /> separate districts. It was noted that this would be impossible to do under <br /> the regulations for the Farmers Home Administration grant/loan to the County <br /> for the establishment of a water system. <br /> Mr. G. E. Lentz, plumbing contractor, stated the need for water in <br /> the county and praised the County for beginning work on a water system. <br /> He ~asked that the Board answer all questions of the public to insure passage <br /> of the proposed bond referendum. <br /> Mr. Bill Bonny, Chairman of the Cabarrus County Water and Sewer <br /> Study Commission, stated there were some problems with the proposed district <br /> but that it was better for the County to start a water system than to <br /> do nothing. He also stated the importance for the Board to be completely <br /> honest with the citizens in the county in presenting facts regarding the <br /> bond referendum. <br /> There being no one else to speak regarding the proposed water and sewer <br /> district, Chairman Nash concluded the public hearing at 8:26 P.M. <br /> The Board agreed to discuss a matter relating to the emergency situation <br /> requiring the construction of an animal shelter for Cabarrus County. <br /> Mr. Charles D.
