519 <br /> <br />facilities installed under the provisions of this Ordinance, shall become <br />the sole property of the County and under its jurisdiction and control <br />for any and all purposes whatsoever at the time such facilities are <br />connected to the County system. When required, the property owner or <br />owners shall grant to the County such utility easements as the County may <br />require. In addition, a deed to the County for sewer facilities installed, <br />the cost of which is borne by individual property owners, shall be <br />executed prior to the time any extensions provided for in this Ordinance <br />are connected to the County systems. <br /> <br />Section XV. Additional Subdivision Improvement Requirements <br /> The Board may in its discretion, as a condition under which sewer <br />service will be extended, require the owner or owners of a proposed <br />subdivision to enter into an agreement to improve the proposed sPreets <br />therein at their own expense and in accordance with the ordinances then <br />in force governing the acceptance of public streets for the County. <br /> <br />Section XVI. Sewer Charges. <br /> (a) Fees: The following charges for sewer service are adopted and <br />made effective as of the date of this ordinance applicable to all sewer <br />service on the Cabarrus County system. These charges shall consist of a <br />discharge permit fee plus the appropriate tapping fees as shown below: <br /> <br />Type of Service Size of Service <br />Residential 4" <br /> <br />Residential <br /> <br />6" and larger <br /> <br />Commercial/ Ail sizes <br /> Industrial <br /> <br /> (b) Sewer Rates <br /> <br />Discharge Permit Fee <br /> <br />$250 <br /> <br />$250 per house- <br /> hold unit <br />$1500 <br /> <br />Tapping Fee <br /> <br />Ail material, <br />equip. & labor <br />Ail material, <br />equip. & labor <br />Ail material, <br />equip. & labor <br /> <br /> (1) The volume of flow used in computing residential or commercial <br />waste shall be based upon metered water consumption. Where the person <br />discharging wastes, other than industrial waste, into the sanitary sewers <br />of Cabarrus,County, procures all or part of his water supply from sources <br />other than the Board, all or part of which is discharged in the sanitary <br />sewer, the person discharging said waste shall install and maintain, at <br />his expense, a water meter of a type approved by the Board, for the <br />purpose of determining the proper volume of flow to be charged. <br /> Charges for the sewer service shall be computed according to the <br />prevailing sewer rate of $1.50 per 1000 gallons. Said charges shall be <br />paid at the Tax Collector's office on or before the 10th of each month. <br />Second notices will be mailed to all unpaid accounts not paid by the 25th <br />of the month. A charge of five percent (5%) will be made on accounts which <br />have not been paid by the 25th of each month. Sanitary sewer service will <br />be disconnected at the main on unpaid accounts in arrears for three months. <br />The user will be responsible for all costs of disconnection, reconnection <br />and current and past due sewer charges including penalties. <br /> (2) Provided, however, the Board, in its discretion, may provide <br />that in lieu of the water meter provided above for determining volume of <br />flow in order to compute the sewer charge, may set a minimum of $12.00 <br />per month for sewer charge for residential users connected to the sewer <br />line. <br /> Provided further, the Board, in its discretion, may at any time <br />it deems the above minimum to be inadequate, require any user of sewer <br />service referred to herein to install said measuring meter, although such <br />users may have theretofore been connected to the sewer main on a minimum <br />basis. Upon failure of any user of sewer service referred to herein to <br />comply with any requirements of the Board as herein set out, sanitary <br />sewer service shall be disconnected at the main. <br />(c) Sewer Rates. (Bulk Commercial, Industrial or Municipa~ <br />(1) Sewer rates for bulk commercial, industrial or municipal <br />users shall be comprised of three separate components to be computed as <br />follows: <br /> a. Regional Treatment Charge <br /> RTCU = RTCC x MGU <br /> MGC <br /> Where: <br /> RTCU = User share of the Regional Treatment Charge <br /> RTCC = Regional Treatment Charge County is charged <br /> by Concord <br /> <br /> <br />
