Capital Cost Recovery <br /> CCRU = ISC x CU x CRF <br /> CIS <br /> Where: <br /> CCRU = User's share of the County's Capital Cost <br /> Recovery <br /> ISC = Total cost of all Interceptor Sewers less any <br /> grants State and Federal <br /> CU = Future interceptor capacity required for User <br /> in gpd <br /> CIS = Total capacity of County Interceptor Sewers <br /> CRF = Capital recovery factor to convert a capital <br /> cost to an annual cost such as the current FmHA <br /> loan repayment rate. <br /> The total monthly cost to the User would then be: <br /> Total User Monthly Cost = RTCU + COMU + CCRU <br /> <br /> (d) Payment for Services <br /> (1) Sewer accounts shall be paid at the Tax Collectors office on <br />or before the 10th of each month, with no partial payment being permitted. <br /> (2) Second notices shall be mailed to all unpaid accounts not <br />paid by the 25th of the month. Sewer charges will be considered past <br />due without further notice on accounts that have not been paid by the <br />25th of each month, and a five percent (5%) penalty charge will be made <br />each month the account is unpaid. <br /> (3) Any delayed payment, disconnection, reconnection charges or <br />any other charges fixed by the Board are to be considered as a part of the <br />customers account and must be paid in full when said account becomes due. <br /> (4) In the case of discontinuance of service for any reason except <br />repairs or other necessary work by the Board, the customer shall pay the <br />Board for all past due service charges and all costs of disconnecting and <br />reconnecting service. <br /> (e) Refusal of Service. The Board reserves the right to refuse a <br />sewer connection to any person who does not comply with the Standard <br />Plumbing Code of the Southern Building Code Congress International. <br /> (f) Installation of Sewer Utility Mains. Sewer mains, extensions, <br />additions or replacement which have been approved upon application <br />theretofore made and approved for connection or attachment to the sewer <br />systems of the County of Cabarrus may be installed only by contract by <br />said Board with a licensed contractor normally engaged in this type of <br />construction, or by an experienced pipe line crew leased or loaned to said <br />Board by a licensed contractor, or an experienced pipe line crew approved <br />by the Board. <br /> Any sewer mains so installed must comply with standard specifications <br />of the Board. <br /> Upon completion of installation, ownership of utility mains so installed <br />shall be conveyed to the said Board and become a part of the systems of <br />the County of Cabarrus for operation and maintenance by the County. Any <br />sewer service provided by said mains will be subject to all policies, <br />rate schedules, tapping fees and charges in force at the time services are <br />provided. <br /> (g) Location of Taps to Interceptor Sewers. Individual residences <br />may tap 12-inch or smaller interceptor sewers by use of a tapping sleeve at <br />intervals of a minimum of 50 feet between taps. Ail users wishing to tap <br />sewer interceptors larger than 12-inch shall tap the interceptor at one of <br />the following: <br /> (1) existing manholes, or <br /> <br /> <br />
