Willie
Branson Jones - Ex-Officio Member

Chairman Lentz stated that this was the day and hour for a public
hearing for the purpose of determining if the County Commissioners should
request the Department of Transportation to pave .25 of a mile of
Cessna Road (SR 1443) and asked if anyone were present who wished to
speak for or against the paving of this road. No one was present to
speak regarding Cessna Road.
UPON MOTION of Commissioner Payne, seconded by Commissioner Nash
and unanimously carried, the Board recommended that the Department of
Transportation pave Cessna Road (SR 1443) out of priority. This road
had at one time been included on the priority list for paving and was
taken off because the necessary right-of-way could not be obtained;
however, the right-of-way has now been obtained.
Mr. T. L. Patterson, District Engineer with the Department of
Transportation, and Mr. Don Goins, Assistant Division Engineer, reviewed
the 1984-85 Secondary Road Construction Program for Cabarrus County.
During review of the road improvement projects for Cabarrus County,
the Board also discussed the need for improvements to the bridge located
below Barrier Store and the need for resurfacing of Gold Hill Road. The
representatives from the Department of Transportation indicated they
would look into these matters. In response to a question regarding Poplar
Tent Road, Mr. T. L. Patterson suggested that the Board submit this
road for consideration at the next Transportation Improvement Program
public hearing.
UPON MOTION of Commissioner Nash, seconded by Commissioner
Barnhardt and unanimously carried, the Board adopted the priorities
contained in the Cabarrus County 1984-85 Secondary Construction Program
with the exception it is the Board's desire to have Cessna Road paved
out of priority and in any instance where the right-of-way is unable
to be obtained that at the discretion of the Department of Transportation
they may move up or down on the priority list. The 1984-85 Secondary
Construction Program as adopted by the Board is as follows.

BALANCE 1983-84 SECONDARY
BALANCE 1982-83 BOND
Estimated Allocation 1984-85 Secondary
TOTAL AVAILABLE 1984-85
RESERVE 25% OF 1984-85 FUNDS
FOR PROPERTY OWNERS PARTICIPATION,
ADDITIONS AND CONTINGENCIES
RESERVE 20% OF 1984-85 FUNDS FOR
PAVEMENT IMPROVEMENTS
UNPAVED

8,772.15
7,062.65
289,254.00
305,088.80
72,314.00

57,851.00
174,923.80

PROPERTY OWNERS
PAVEMENT PARTICIPATION, ADDITIONS
IMPROVEMENT AND CONTINENCIES UNPAVED
ALLOCATION ALLOCATION ALLOCATION

57,851.00 72,314.00 174,923.80

PROJECT NO.
