Chapter 159C-issued by the Division of State and Local Government <br />Finance of the Department of the State Treasurer (the "Guidelines"), <br />and further that the Firm has complied with all procedures set out in the <br />Guidelines; and <br /> <br /> WHEREAS, it is in the best interest of the Authority and of Cabarrus <br />County that the Firm serve as bond counsel in connection with the Project <br />and related bond transaction; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the Firm be, and it hereby is, <br />approved to serve as bond counsel in connection with the Project and the <br />related bond transaction; and <br /> <br /> RESOLVED FURTHER, that the Secretary or the Assistant Secretary of <br />the Authority furnish to the Division of State and Local Government <br />Finance of the Department of the State Treasurer certified copies of <br />these resolutions; and <br /> <br /> RESOLVED FURTHER, that these resolutions shall be effective <br />immediately upon being approved by this Board. <br /> <br /> Thereupon, on the motion of Commissioner Milloway, seconded by <br />Commissioner Barnhardt, the foregoing resolution was passed by the following <br />vote: <br /> <br />Ayes: Commissioners Nash, Barnhardt, Payne, Lentz and Milloway. <br />Noes: None <br />Abstaining: <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board agreed to allow the vendors participating <br />in the Farmers Market to use the shaded area in front of the County Office <br />Buildings Complex on a temporary basis with the stipulation that they keep <br />the area clean. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board directed the County Manager to <br />provide all information relating to the fairgrounds to the members of the <br />Board for discussion at the next meeting. This material should include the <br />deed to the property, Commissioner Barnhardt's inquiry into the legality of <br />the deed, and a plat of the fairgrounds property. <br /> Mr. Robert Ward, County Ranger, presented the 1984 Annual Report for <br />the North Carolina Division of Forest Resources. He also introduced Ms. <br />Mary Hoggard as the new Assistant County Ranger in Cabarru$ County. <br /> Mr. Charles D. McGinnis, County Manager, reported that interdepartmental <br />transfers had been made as of June 30, 1984, in the amount of $4,000.00 or <br />less for the Health Department, Jail, Sheriff's Department, County Manager, <br />Register of Deeds, Elections, and Recreation Department. <br /> Mr. Charles D. McGinnis, County Manager, reported that all equipment <br />damaged by the storm on July 15 had been repaired. He further stated that <br />the radio engineers had checked the tower and antenna again and had found <br />the engineering design to be correct. Also, Mr. McGinnis reported that <br />a back-up telephone system had been installed in the Sheriff's Department <br />for incoming emergency calls when the main telephone system in the Communications <br />Center is out of service. <br /> Commissioner Milloway requested an update on the mass transit study <br />for the county at the next Board meeting. <br /> Commissioner Barnhardt introduced discussion of concerns expressed <br />by residents in the Kannapolis area regarding the County's plans to lay <br />water lines in that area before the incorporation vote. He stated the <br />residents had questioned the future ownership of the lines if incorporation <br />does occur, possible purchase by the County of water meters presently <br />being used by the residents, and the payment of tap fees when water is not <br />wanted until a later date. After a brief discussion regarding this matter, <br />members of the Board requested a status report by engineers and the County <br />Planning Department on the progress in setting up the County's water supply <br />system at the next meeting. <br /> <br /> <br />
