35

Mr. Carlo Casey, resident of 62 Marshall Drive in the Rocky River
Road section of Cabarrus County, complained of dirty water and low water
pressure at his home. He explained that his residence is served by a two-
inch private water line which is maintained by the City of Concord and is
inadequate for the number of houses served. Stating that he is located
only one and one-half blocks from the area to be served by County water,
he requested that the County run a line off Rocky River Road down Marshall
Drive to his home.
Mr. Thomas Robinson, Planning Director, reported that Mr. Casey's
home was located 850 feet from the proposed street line down Rocky River
Road. He stated it would not be cost effective for the County to run a
line down Marshall Drive as the two homes on the street did not fulfill
the necessary density requirements. In conclusion, Mr. Robinson stated
he had presented the following possibilities to Mr. Casey as a means to
obtain County water.

l)

2)

3)

To determine if any property owners of the vacant land on
Marshall Drive are willing to sign up for a water tap.
Obtain an easement from his neighbor to run a water line through
the rear of his property.
Pay part of the cost for putting in the water line to his home.

The Board received Mr. Casey's request for a water line on Marshall
Drive as information only and advised him they were unable to answer his
request at this time.
Mr. Paul Co Watson, Jr., P.E., Project Manager of the Environmental
Engineering Division of Henningson, Durham & Richardson, Inc., presented
a status report on the water/sewer projects in Cabarrus County. Contracts
have been awarded for the Rocky River Interceptor/Town of Harrisburg project
and a project completion date set for May 16, 1985. Construction is nearing
completion on the water transmission facilities on U.S. 29 and Pitts School
Road. Delay had occurred in this project as the contractor was required to
rework the backfill and compaction for a large portion of the project because
the initial work did not meet the specifications. The Water and Sewer
District of Cabarrus County Project is in its final stage of design with
bids for the project anticipated in November and completion of project in
October, 1985.
Mr. Charles D. McGinnis, County Manager, reported that the County Planning
Department was soliciting bids from plumbers, local contractors, and the
Board of Light and Water for maintenance work on the County water lines.
The Board reviewed the request from Mr. Thomas B. Robinson, Planning
Director, for clarification of the following questions concerning County
water policies.

l)

If an investor owns several rental homes and a person moves out
leaving a delinquent bill, is the owner responsible for the
delinquent bill?

If a renter or owner moves from their house and requests the
water service to be discontinued while the property is vacant,
will there continue to be a minimum monthly water bill? If so,
in the case of a renter, is the owner responsible for the monthly
bill?

The Board indicated it was the intent of the Board at the time of
the adoption of the Cabarrus County Water Policies and Regulations that
the owner would not be responsible for a renter's water bill. The Board
further stated the need for a provision in the policy that would require
a renter to pay a deposit for water service. In regards to the second
question, the Board indicated they were in agreement to an amendment to
the policy which would allow the discontinuance of the minimum monthly
water charge for vacancies for those situations in which a change in
occupancy occurs. Mr. Paul C. Watson, engineer, pointed out that the
regulations under the Farmers Home Administration requires a minimum
monthly charge for those customers who tap on to the system and do not
want the water at that time. Chairman Lentz requested Mr. Paul Watson
