36 <br /> <br />to prepare the necessary amendments to the Water System Policies and <br />Regulations as discussed by the Board and to determine if the Farmers Home <br />Administration would accept an annual penalty of a specified amount in lieu <br />of the minimum monthly charge for those customers who tap on to the water <br />system and do not obtain water. <br /> The Board received the letter from Mr. Robert W. Scott, State President <br />of the Department of Community Colleges, outlining the findings of the <br />study team appointed at the request of the Board of Commissioners to <br />conduct an analysis of the educational delivery needs of Cabarrus County. <br />The recommendations as outlined by President Scott were as follows. <br /> <br />(1) <br /> <br />Rowan Technical College is and shall remain the primary provider of <br />curriculum programs and continuing and adult education courses within <br />Cabarrus County. <br /> <br />(a) Citizens from Cabarrus County wishing to enroll in courses or <br /> curriculum programs on the campus of any institution in the <br /> Community College System have been and will continue to be able <br /> to do so. <br />(b) The designation of Rowan Technical College as primary deliverer <br /> of services refers to those curriculum programs and continuing <br /> and adult education courses taught within the boundaries of <br /> Cabarrus County. <br />(c) Stanly Technical College may continue to offer continuing <br /> and adult education courses in Cabarrus County for those <br /> industrial firms and volunteer fire departments it presently <br /> serves, including the continuation of the contractual agreement <br /> with the private cosmetology school in Concord. <br />(d) Stanly Technical College may offer additional programs and <br /> courses in Cabarrus County with the approval of Rowan Technical <br /> College. The approval and any conditions of the approval shall <br /> be stated in a written agreement signed by the presidents of <br /> both colleges. This agreement shall state that Rowan Technical <br /> College is unable to provide the programs requested in Cabarrus <br /> County and, therefore, requests Stanly Technical College to <br /> assume that responsibility. The agreement shall be on a course- <br /> by-course basis unless otherwise specified. <br /> <br />(2) <br /> <br />(3) <br /> <br />Rowan Technical College shall be strongly encouraged to expand its <br />services in Cabarrus County to meet the educational needs of the <br />citizens of Cabarrus County in a responsive manner and on a timely <br />basis. In addition, Rowan Tech should also explore the possibility <br />of the joint utilization of available facilities, increase efforts <br />in the concurrent and dual enrollment of eligible students in <br />programs, and use cooperative agreements between the public schools <br />and postsecondary institutions as provided by the Huskins' Bill. <br /> <br />Rowan Technical College should pursue with the county commissioners <br />of Cabarrus County and the Board of Trustees of Rowan Technical College <br />the establishment of a satellite campus. This campus should be <br />sufficient to provide for the majority of the educational programs <br />needed by the Cabarrus County citizenry. <br /> <br />(4) <br /> <br />Cabarrus County should not be encouraged to pursue a formal consortium <br />arrangement or the establishment of an independent institution at <br />this time. <br /> <br /> Mr. James T. Lawler, Spokesman for the Citizens for a Cabarrus <br />Technical Education Consortium, spoke in support of the establishment of <br />a consortium of community colleges for Cabarrus County. In regards to <br />the recommendations submitted by President Robert W. Scott, Mr. Lawler <br />stated it was the responsibility of the Board of Commissioners to make <br />the final decision regarding technical education in Cabarrus County. In <br />conclusion, he asked that the Board of Commissioners direct the Board of <br />Elections to place the following two propositions on the November ballot. <br /> <br /> <br />
